It takes more than bricks and mortar to raise a building.  Someone has to move those bricks, and chances are that bricklayer was no teetotaler.  Smuggling was a lucrative trade that brought alcohol to the people that wanted it.  It's hard to crack down on smuggling when everyone's hoping the brick cart brings more the next trip.

Planes, Trains, and Automobiles make for more than just a setting for a movie. If it moved, smugglers found a way to load it up with booze and bring it to market. Although plenty of trucks, trains, and people brought alcohol in to the city, it was hard to match the shipping industry when it came to smuggling. Ships from as far as England and the Caribbean came to sell their wares to New York mobsters, nearing pre-Prohibition numbers. Smugglers found clever ways to disguise their boats and their cargo, assuming they couldn’t just pay the police to look the other way.
