Dubai has announced one of its most ambitious technology initiatives yet, signaling a bold new chapter in artificial intelligence development. The city’s leadership approved a series of AI programs designed to strengthen government operations, attract global tech talent, and expand its already thriving digital economy.
At a meeting of the Higher Committee for Future Technology Development and the Digital Economy, Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum introduced a wide reaching plan that will accelerate the use of AI across public and private sectors. The initiative includes the launch of an AI Infrastructure Empowerment Platform, a new AI Acceleration Taskforce, and the Unicorn 30 Program, each aimed at reinforcing Dubai’s position as a global center for innovation.
The AI Infrastructure Empowerment Platform will provide a secure and centralized digital environment for government agencies to access advanced AI tools and data systems. The goal is to help departments build and test new applications while maintaining strict cybersecurity standards. By offering shared digital resources, the platform will reduce costs and promote collaboration between agencies that previously worked independently.
The second part of the plan, the Dubai AI Acceleration Taskforce, will focus on coordinating these efforts and ensuring that every government department aligns its strategies with the city’s overall technology vision. This taskforce will also track progress, streamline approvals, and measure the success of AI projects in real time.

The third initiative, known as the Unicorn 30 Program, is designed to nurture thirty high potential startups and guide them toward billion dollar valuations. The program includes partnerships with over eighty local and international companies and reflects Dubai’s growing commitment to entrepreneurship and the digital economy.
Together, these three efforts represent the core of Dubai’s Big Bang AI Push, which supports the Dubai Economic Agenda D33. This agenda aims to double the size of the city’s economy over the next decade and establish Dubai as one of the top three global cities for business and innovation. Sheikh Hamdan stated that Dubai seeks to be “the fastest, smartest, and most prepared city in the world to adopt future technologies and artificial intelligence.”
For students and professionals in business and technology, Dubai’s new strategy raises important questions about how AI can be scaled responsibly. While the opportunities are enormous, there are also challenges involving data ethics, regulation, and the need for skilled talent. Dubai’s approach shows that embracing AI is not only about adopting new tools but also about building the systems and values needed to guide them.
If Dubai succeeds, this initiative could serve as a model for how governments worldwide integrate artificial intelligence into everyday governance and economic growth.
