The U.S. Embassy Abuja Public Affairs Section (PAS) is pleased to issue this Notice of Funding Opportunity (NOFO) to support Nigeria’s response against the novel Coronavirus pandemic. This NOFO outlines this funding priority and the procedures for submitting an application. Please carefully read through and follow all instructions below. Implementation of this program remains subject to the approval and availability of funding. Purpose: PAS seeks to award a limited number of grants to individuals, educational institutions and not-for-profit organizations that are actively working to support Nigeria’s response against COVID 19, either through grassroots effort targeting vulnerable populations, or amplifying government effort in hard to reach areas. This funding is targeted at projects that have already commenced and not just in the idea phase. Humanitarian assistance, social welfare and construction are not allowed under this funding instrument. Projects must be safe and follow healthcare regulations of the World Health Organization and the Nigeria Center for Disease Control. Applicants are permitted to submit only one proposal per individual/organization.

FY 2021 Fulbright Teacher Exchange Programs
The Office of Global Educational Programs of the Bureau of Educational and Cultural Affairs (ECA), U.S. Department of State, announces an open competition for one cooperative agreement to administer the Office’s Fulbright Teacher Exchange Programs in Fiscal Year 2021. U.S. public and private non-profit organizations or consortia or other combinations of eligible organizations meeting the provisions described in Internal Revenue Code section 501(c)(3) may submit a proposal to cooperate with the Bureau in the administration of the FY 2021 Fulbright Teacher Exchange Programs. For FY 2021, applicant organizations are required to submit a single proposal to administer the suite of Fulbright Teacher Exchange Programs as described below. Applicants should submit one administrative and program budget that clearly details the costs per program component. Applicant organizations are encouraged to develop synergies across and among program components, look for administrative efficiencies, and explore public and private partnership opportunities with U.S. for-profit and non-profit entities, school districts, and other education stakeholders to increase support for U.S. Fulbright nominees, including in the form of paid leave and benefits. ECA anticipates issuing one cooperative agreement for $9,075,000 for administrative ad program costs, pending the availability of FY 2021 funds. ECA reserves the right to fully or partially fund or not to fund a specific program component. Although geographic regions or countries are noted below, applicant organizations must demonstrate flexibility and the willingness to work in locations that may not be identified at the present time. NEH CARES: Cultural Organizations
The Coronavirus Aid, Relief, and Economic Security (CARES) Act recognizes that the nonprofit humanities sector is an essential component of America’s economic and civic life.  The National Endowment for the Humanities (NEH) has received supplemental funding to provide emergency relief to institutions and organizations working in the humanities that have been affected by the coronavirus.  In keeping with Congress’s intent in enacting the CARES Act, proposed short-term projects should emphasize retaining or hiring humanities staff. NEH invites applications from eligible organizations seeking support for at-risk humanities positions and projects that have been impacted by the coronavirus.  Through this funding opportunity, NEH will award grants to museums, libraries and archives, historic sites, independent research institutions, professional organizations, colleges and universities, and other cultural organizations across the country to help these entities continue to advance their mission during the interruption of their operations due to the coronavirus pandemic.

Pilot Projects Investigating Understudied G Protein-Coupled Receptors, Ion Channels, and Protein Kinases (R03 Clinical Trial Not Allowed)
The goal of this funding opportunity announcement (FOA) for the Common Fund Program “Illuminating the Druggable Genome” (IDG; https://commonfund.nih.gov/idg/index) is to solicit applications for pilot projects on IDG-eligible understudied proteins (non-olfactory GPCRs, protein kinases, and ion channels) in order to study them beyond what the IDGs Centers can accomplish and to validate and demonstrate the utility of IDG-generated reagents, data, and approaches. Awards will support the generation of additional data and tools around understudied protein(s) identified by the IDG Program to elucidate the function of these proteins in the context of human disease.  Data collected and tools generated by these projects will enhance the overall goals of the IDG Program by demonstrating the quality and utility of IDG-generated data and reagents to the scientific community, increasing awareness of the IDG Program through use of IDG-generated resources, and/or extending the characterization of IDG-eligible proteins.   The overall goal of the IDG Program is to catalyze research in areas of biology that are currently understudied but that have high potential to impact human health by (1) identifying biochemical, cellular, or animal model phenotypes for understudied proteins from druggable gene families, (2) enabling further investigation of those proteins by providing reagents and tools, and (3) generating, maintaining, and facilitating the use of a minable knowledge base.

Arizona Wildlife Resource Management
Inventory, maintenance, restoration, and conservation of species and their habitats in cooperation with Federal and State wildlife agencies and other partner organizations in order to ensure the health of public lands for future generations. Projects include, habitat restoration (which included vegetation restoration); improvement of habitat resiliency and connectivity across jurisdictional boundaries; identifying areas to improve hunting and wildlife recreational opportunities; monitoring of priority habitat areas, existing habitat improvement projects; maintain data sets and geospatial information; educational outreach activities to inform the public of the effects of drought, wildland fire, and insects/disease on the preservation of wildlife.

The purpose of the NIH Independent Scientist Award (K02) is to foster the development of outstanding scientists and enable them to expand their potential to make significant contributions to their field of research. The K02 award provides three to five years of salary support and “protected time” for newly independent scientists who can demonstrate the need for a period of intensive research focus as a means of enhancing their research careers. Each independent scientist career award program must be tailored to meet the individual needs of the candidate. This Parent Funding Opportunity Announcement is for basic science experimental studies involving humans, referred to in NOT-OD-18-212 as prospective basic science studies involving human participants.  These studies fall within the NIH definition of a clinical trial and also meet the definition of basic research.  Types of studies that should be submitted under this FOA include studies that prospectively assign human participants to conditions (i.e., experimentally manipulate independent variables) and that assess biomedical or behavioral outcomes in humans for the purpose of understanding the fundamental aspects of phenomena without specific application towards processes or products in mind. Applicants not planning an independent clinical trial or basic experimental study with humans, or proposing to gain research experience in a clinical trial or basic experimental study with humans led by another investigator, must apply to the ‘Independent Clinical Trial Not Allowed’ companion FOA.  The proposed project must be related to the programmatic interests of one or more of the participating NIH Institutes and Centers (ICs)  based on their scientific missions.
