Rational Design of Vaccines Against Hepatitis C Virus (U19 Clinical Trial Not Allowed)

Planning Projects for Clinical Trials on Effects of Sustained Reductions in Caloric Intake and Related Dietary Practices in Younger and Older Persons (U01 Clinical Trial Optional)
This funding opportunity announcement (FOA) invites applications for 3-year planning projects for trials in either of two age ranges (25 to 50 or ? 50 years of age) to determine the effects of sustained (e.g. 5-year) caloric restriction (CR) and other interventions that modify the amount, timing, or composition of nutrient intake on risk factors for aging-related conditions and mechanisms that may influence health span and longevity. Proposed projects must plan for trials with a minimum of three arms: a control group, a CR group, and at least one other nutritional intervention that modifies level, timing, or composition of nutrient intake. Narrower age ranges within the younger and older age groups may be proposed. NM Cultural and Paleontological Resource Management

NIMHD invites applications from eligible institutions to establish a national coordinating center (CC) for NIMHD-funded Research Centers in Minority Institutions (RCMIs). This Funding Opportunity Announcement (FOA) invites applications for the next 5-year cycle of the National Longitudinal Study of Adolescent to Adult Health (Add Health) to include a sixth wave of data collection (Wave VI). Add Health is a nationally representative, longitudinal study of individuals primarily born from 1976 through 1982 who were first interviewed as adolescents in grades 7-12 (ages 12-19) in 1994-1995. Add Health respondents are now entering middle age. The goals for Add Health Wave VI are to:  Re-interview Add Health cohort members in a combination of web-based and in-person modes, including aggressive non-response follow-up and oversamples of race/ethnic-minority and low-socioeconomic-status individuals.  Re-visit cohort members for an in-home health exam that includes venous blood collection.  Assay biological specimens for biomarkers of disease.  Enrich measures in domains that may elucidate mid- and later-life health and disparities therein (e.g., cumulative stress, discrimination, work-life balance, caregiving).  Clean, document, disseminate, archive (including storage of biological specimens for future study), and promote the Wave VI data to the scientific community for aging research.

Louisiana Conservation Delivery Technical Assistance, FY20
The Louisiana NRCS, an agency under the United States Department of Agriculture (USDA), is seeking support from natural resource conservation partners to work together to help enhance conservation delivery in Louisiana. The overall intent of this announcement is to solicit partnerships to help enhance the implementation of key conservation objectives and priorities outlined further in this document. Proposals will be accepted from entities delivering conservation programs and services in Louisiana for projects between one and five years in duration. NRCS anticipates the amount of funding available for this announcement will be up to approximately $5,000,000 awarded to multiple FY2020 recipients. All awards are subject to the availability of funds appropriated by Congress at the time of award. Proposals are requested from: City or township governments; County governments; Native American tribal governments (Federally recognized); Nonprofits having a 501(c)(3) status with the IRS (other than institutions of higher education); Nonprofits that do not have a 501 (c)(3) status with the IRS (other than institutions of higher education); Private institutions of higher education; and Public and State-controlled institutions of higher education. Tanzania Global Health Security Partner Engagement: Advancing Efforts and Strategies to Protect and Improve Public Health
The purpose of this NOFO is to support the implementation of programs and activities that focus on protecting and improving health globally and further implementing Global Health Security Agenda (GHSA) through partnership with the Tanzania Ministry of Health, Community Development, Gender, Elderly and Children (MOHCDGEC). CDC seeks to continue working collaboratively with partners and other United States Government (USG) agencies to achieve specific goals in three main strategic areas: prevent avoidable epidemics, detect threats early, and respond rapidly and effectively to potential events of concern for public health and health security. Building and Strengthening Public Health Systems, Impact, and Capacity in Indonesia through Partner Collaboration
The purpose of this NOFO is to collaborate with implementing partners to support the Indonesia Government, primarily the Ministry of Health (MOH), to achieve Global Health Security Agenda (GHSA) targets; implement International Health Regulations (IHR) core competencies; and prevent, detect, and respond to public health threats by targeting activities to strengthen capacity in four core public health areas: 1) Real-Time Surveillance and Reporting; 2) National Laboratory Systems; 3) Workforce Development; and 4) Emergency Management and Response. Projects considered for this NOFO should build upon the existing public health infrastructure. Activities should address recommendations from the 2017 Joint External Evaluation (JEE), align with the MOH Five Year Strategic Plan, and prioritize gaps identified in the 2018-2022 National Action Plan for Health Security. Recipients will work primarily and directly with partner governments, specifically the MOH and other government entities on the national, regional, and local levels. In addition, projects must incorporate monitoring and evaluation of overall program performance and the progress of projects or activities, including implementation of the GHSA targets.

Accelerating Sustainability of Public Health Systems in India to Prevent, Detect, and Respond to Infectious Disease Outbreaks and Other Public Health Emergencies
The purpose of this Notice of Funding Opportunity Announcement (NOFO) is to strengthen district, state and national public health systems in India to sustain and continue advancement of Global Health Security Agenda (GHSA) priorities to prevent, detect, and respond to disease threats across the country. This NOFO will help augment and transition GHSA assisted activities increasingly to Government of India (GoI) including, but not limited to the following Ministry of Family Health and Welfare (MoHFW) institutions: National Centre for Disease Control (NCDC); National Health Mission (NHM); and Indian Council of Medical Research (ICMR). Other key institutions include the Ministry of Fisheries, Animal Husbandry and Dairying (MoFAD); the National Disaster Management Authority (NDMA); and the All Indian Institute of Medical Science (AIIMS). This NOFO will focus on supporting logistical and technical requirements in five core public health capacities among these GoI institutions: antimicrobial resistance (AMR); workforce development capacity; surveillance and outbreak response; safe laboratory systems and diagnostics; public health emergency response capacity. Strengthening Global Health Security by implementation of the International Health Regulations (IHR) (2005) and the Global Health Security Agenda in Nigeria
Nigeria has a projected estimated population size of 203,452,505 (July 2018), which makes Nigeria the most populous nation in Africa. The country’s National Health Act 2014 (NHA 2014) was signed into law on October 31, 2014 and provides a legal framework for the regulation and management of Nigeria’s national health system, however, much work is needed to operationalize the law. Monitoring and mitigating recurring infectious disease outbreaks, as well as detecting and controlling emerging infectious diseases, will be impacted by multiple factors that include inadequate surveillance and response systems, weakened or non-existent infrastructure and health systems and poor coordination among stakeholder agencies. Nigeria is a major gateway to many global destinations. In July 2014, the index case in the Nigeria Ebola Virus disease outbreak arrived at the international airport in Lagos, Nigeria. This index patient potentially exposed 72 persons at the airport and the hospital where he was admitted. The Federal Ministry of Health (FMoH), with guidance from the Nigeria Centre for Disease Control (NCDC), declared an Ebola emergency and rapidly implemented a response using all available public health assets and resources. An Ebola Incident Management Center (a precursor to the current Emergency Operations Center) was established to rapidly respond to the 2014 outbreak. Using an Incident Management System (IMS) to coordinate the response and consolidate decision making, largely contributed to helping contain the Nigeria outbreak early. In 2017, the WHO Joint External Evaluation (JEE) of International Health Regulations (2005) core capacities, a voluntary, collaborative and multi sectoral process to assess the country’s capacity to prevent, detect and rapidly respond to public health risks, was conducted in Nigeria. Findings from the JEE highlighted strengths and weaknesses that currently exist in preparedness and response to public health emergencies in Nigeria across 19 technical areas. A National Action Plan for Health Security (NAPHS), a 5-year strategic plan developed collaboratively with relevant Ministries, Departments and Agencies (MDAs) in Nigeria and based on the principles of ‘One Health’, was developed in 2019 and seeks to strengthen IHR core capacities based on gaps identified by the JEE and other health security assessments conducted in Nigeria. The NAPHS covers all the 19 technical areas of the JEE required to effectively prevent, detect, and respond to public health threats. The JEE exercise identified the priorities for the improvement and development of Nigeria’s health security capacities as follows: The passage and implementation of the NCDC Bill; The establishment of a multi-sectoral One Health coordination mechanism at Federal, State, and LGA levels; Strengthening of laboratory capacity; Scaling up implementation of the integrated disease surveillance and response (IDSR) program; Development and implementation of a comprehensive public health workforce strategy; Enhancing the EOC/incident management system at the federal level and strengthening sub-national rapid response teams; and Designation of points of entry.

Assistance to High Energy Cost Communities
The Rural Utilities Service (RUS), an agency of the United States Department of Agriculture (USDA), announces the availability of up to $10 million in competitive grants to assist communities with extremely high energy costs. The grant funds may be used to acquire, construct, or improve energy generation, transmission, or distribution facilities serving communities where the average annual residential expenditure for home energy exceeds 275% of the national average. Eligible projects also include on-grid and off-grid renewable energy projects and the implementation of energy efficiency and energy conservation projects for eligible communities. Projects cannot be for the primary benefit of a single household or business. Grant funds may not be used for the preparation of the grant application, operating costs, or for the purchase of any equipment, structures, or real estate not directly associated with the provision of community energy services.

Improve and strengthen the Nigerian National Public Health Institutes management capacity and public health functions
Recurring infectious disease outbreaks, Nigeria’s population, inadequate allocation to healthcare in annual appropriations, inadequate surveillance, weakened or non-existent health infrastructure and systems and poor coordination among stakeholder agencies have all contributed to the weaknesses highlighted in the JEE. This impacts on the country’s preparedness to respond to public health emergencies. The purpose of this NOFO is to provide technical assistance and support the ability of the NPHI to implement programs focusing on protecting and improving health through addressing the gaps and weaknesses identified in the JEE.
