HEAL Initiative: Pharmacotherapies to Reverse Opioid Overdose Induced Respiratory Depression without Central Opioid Withdrawal (Target Validation and Candidate Therapeutic Development (R61/R33 – Clinical Trial Not Allowed)
This FOA invites applications for pre-clinical research to stimulate the development of novel, mechanism-based pharmacotherapies to selectively reverse breathing suppression produced by opioids. Two critical phases of pre-clinical investigation are supported. Phase I: the identification and rigorous validation of candidate targets; Phase II: development of therapeutic candidates, such as small molecules, biologics, and natural products that modulate validated targets identified in Phase I, using relevant animal models or human cells/tissue. Specific Phase I and II milestones, which will be formalized pre-award and serve as a schedule of performance expectations to maximize the output from each phase of the study. Milestone performance will be a major factor in determining which applications will be selected to transition from Phase I to Phase II. Phase II extends up to addressing preclinical functional outcomes, toxicology, and pharmacokinetics needed to support an Investigational New Drug (IND) application. Multi-disciplinary, multiple PI teams combining expertise in respiratory neurobiology, opioid pharmacology and pre-clinical drug development are strongly encouraged. This FOA is intended for pharmacotherapeutic development. Projects proposing device and model development or validation, the elucidation of biological mechanisms, population-based epidemiology, or human subjects research would not be responsive. Reversal of the respiratory depression, without inducing generalized opioid withdrawal, or interfering with analgesic effects addresses the ultimate goal of developing better medical strategies for management of deleterious consequences of synthetic illicit, as well as prescription opioids.

Development of Medications to Prevent and Treat Opioid Use Disorders and Overdose (UG3/UH3) (Clinical Trial Optional)
The purpose of this Funding Opportunity Announcement is to support the discovery and development of medications to prevent and treat opioid use disorders (OUD) and overdose.  The UG3/UH3 Phase Innovation Awards Cooperative Agreement involves 2 phases.  The UG3 is to support a project with specific milestones to be accomplished by the end of the 2-year period. The UH3 is to provide funding for 3 years to a project that successfully completed the milestones set in the UG3.  UG3 projects that have met their milestones will be administratively considered by NIDA and prioritized for transition to the UH3 phase. Investigators responding to this FOA must address both UG3 and UH3 phases. Application may include preclinical or clinical research studies that will have high impact and quickly yield the necessary results to advance closer to FDA approval medications that are safe and effective to prevent and treat OUDs and overdose.  The compounds to be evaluated can be small molecules or biologics.  They can be tested in pre-clinical models and/or for the clinical manifestations of OUDs such as withdrawal, craving, relapse, or overdose. Applications may focus on the development of new chemical entities, new formulations of marketed medications available for other indications, or combinations of medications that hold promise for the treatment of OUDs and overdose. Through this FOA, NIDA seeks to fast-track the discovery and development of medications to prevent and treat OUDs or opioid overdose and to advance them in the FDA’s drug development approval pipeline. 2020 Urban and Community Forestry Challenge Cost Share Grant Program
The health and vitality of our urban & community forests are critical to all our Nation’s Forests. Communities often act as gateways for invasive pests and disease, and well managed community forests, especially when a part of shared stewardship across the landscape, can slow or even halt the spread before they infect neighboring private, state or National forests. Our forests are also under threat from natural disasters including wildland fires, hurricanes, tornados, flooding and landslides. Well managed forests are better prepared to withstand these threats, protecting lives, infrastructure, homes, habitats, water quality, economies, and social health and well-being. To better equip our communities in preventing and responding to these threats, the U&CF program requests innovative proposals that strengthen urban and community forest resiliency and align with the goals in the National Ten Year Urban and Community Forestry Action Plan (2016-2026). Collaborative solutions may include but are not limited to: research; prevention; planning; policy; preparedness; implementation; best management practices; recovery; and reforestation that promotes the resilience of our Nation’s urban & community forests.

Urban and Community Forestry Program Requirements: Innovative Forest Resiliency proposals shall have national or multi-state application and impact. A proposal’s content must meet the Urban and Community Forestry program authorities as designated by Congress in the Cooperative Forestry Assistance Act, (Section 9 PDF, pp. 19-24) State & Private Cooperative Forestry Handbook of Programs and one or more of the goals in the National Ten Year Urban and Community Forestry Action Plan (2016-2026)

Available Funding: The U.S. Forest Service anticipates that the statutory authority (Sub Title 9 of the Cooperative Forestry Assistance Act) for the Fiscal Year 2020 Urban and Community Forestry (U&CF) Program may provide, approximately $900,000 in grant funds to be awarded through the 2020 National Urban and Community Forestry Grant Program. Funds are to support national urban and community forestry projects on nonfederal public land that have a national or multi-state impact and application. All awards are based on the availability of funding, which may be subject to change.

Eligible Applicants: Any U.S. Non-Federal and Tribal Organization, operating within the United States or its territories, may apply for the Challenge Cost-Share grant. While collaboration with Federal agencies is encouraged, a Federal agency may not receive funding or be used as match to the Federal funds being requested. Individuals and private land are not eligible. Proposals are required to address national, multi-state, or multi-tribal-land urban and community forestry issues. The Forest Service will address any conflicts of interest.

Not Eligible: If an entity has a local/state tree-planting projects, capital improvements to property of any ownership, and/or projects that have only a local/single state impact and applicability are not eligible. Secondary Analyses of Data on Early Care and Education
The Administration for Children and Families (ACF), Office of Planning, Research, and Evaluation (OPRE) plans to solicit applications for Secondary Analyses of Data on Early Care and Education grants. Analyzing existing data sets may provide researchers an efficient and cost-effective method for answering critical research questions. This funding opportunity aims to support researchers conducting secondary analyses of data to address key questions of relevance to the goals and outcomes of programs administered by ACF, in particular the Child Care and Development Fund (CCDF) and Head Start/Early Head Start (HS/EHS). Researchers may conduct secondary analyses of survey, program evaluation, or administrative data. Data sets from primary research and evaluation may also be candidates for secondary analyses. A data set may be used by itself or may be linked to another data set or database to best address the research questions proposed.

Program Description: The U.S. Embassy Nouakchott Public Affairs Section (PAS) of the U.S. Department of State announces a Request for Statements of Interest (RSOI) from organizations interested in applying for funding for program proposals that strengthen cultural ties between the U.S. and Mauritania through cultural and exchange programming that highlights shared values and promotes bilateral cooperation. PAS invites organizations interested in potential funding to submit Statement of Interest (SOI) applications outlining program concepts that reflect this goal. Please carefully follow all instructions below. The submission of a SOI is the first step in a two-part process. Applicants must first submit a SOI, which is a concise, 2-3-page concept note designed to clearly communicate a program idea and its objectives before the development of a full proposal application. The purpose of the SOI process is to allow applicants the opportunity to submit program ideas for PAS to evaluate prior to requiring the development of full proposal applications. Upon review of eligible SOIs, PAS will invite selected applicants to expand their ideas into full proposal applications.

Research and Evaluation on Drugs and Crime, Fiscal Year 2020
NIJ’s Drugs and Crime Research Program supports rigorous applied research on evidence-based tools, protocols, and policies for state, tribal, and local law enforcement and other criminal justice agencies that address drug trafficking, drug markets, and drug-related violence. The focus of this research solicitation is narcotics-related criminal investigation, prosecution, intelligence, and community surveillance relevant to law enforcement and medicolegal death investigation activities. The proposed FY2020 solicitation’s drug priorities are methamphetamine and other stimulants, including diverted pharmaceuticals, illicit drugs and their analogues.
