Conflict Advisor and Political Team Leader in Tripoli, Political Dialogue Project (Transec Libya)

Seton Hall University together with the University of Tennessee and the former Libyan Minister of Health started a health dialogue focused on pediatric cardiac surgery. Since the outbreak of the COVID-19 pandemic in March 2020, SHU and partners have reoriented the health diplomacy work on effective management of COVID-19. This will be conducted under the auspices of the United Nations Support Mission in Libya, with funding provided through the United Nations Development Program (UNDP) via their contracting partner TRANSTEC. This initial three-month start-up period will be used to develop a longer-term institutional partnership for health dialogue. The project with Libyan United Nations Country Team will further support their Political Dialogue/National Reconciliation Project in Libya, through establishment of a Track II dialogue on health issues (health diplomacy). This partnership is built on UNDP presentation on Statebuilding and Peacebuilding, as well as advisory research provided by Seton Hall to UNDP in 2019.

Activities:

  • Track 3 Dialogues
    • Second Track 3 Exchange: On September 26th 2020, UNDP advisors and the Health Diplomacy Team engaged the Track 3 Dialogue participants in the hubs located in Tripoli, Misrata, Albeida, and Sabha. The purpose of the event was to bring together healthcare workers in Libya in order to promote a unified approach to addressing the issues related to COVID-19; To create a unified action plan that could inform the Track 2 Dialogue process in their administrative responses to COVID-19.

    • Introducing the Project to Higher Health Authorities
      • On September 11th 2020, Dr. Idris ELGAYED met with the General Director of the NCDC at The National Center of Disease Control in Tripoli.
