{"id":9467,"date":"2020-09-25T20:00:34","date_gmt":"2020-09-26T00:00:34","guid":{"rendered":"http:\/\/blogs.shu.edu\/thediplomaticenvoy\/?p=9467"},"modified":"2020-09-25T16:05:49","modified_gmt":"2020-09-25T20:05:49","slug":"the-united-states-next-mistake","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/2020\/09\/25\/the-united-states-next-mistake\/","title":{"rendered":"The United States\u2019 Next Mistake"},"content":{"rendered":"<p><b>Anita Baloukjy<br \/>\n<\/b><b><i>Staff Writer<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400\">172 nations are now engaged in discussions to participate in COVAX, a global initiative aimed at working with vaccine manufacturers to provide countries with equitable access to safe and effective COVID-19 vaccines, the <\/span><a href=\"https:\/\/www.who.int\/news-room\/detail\/24-08-2020-172-countries-and-multiple-candidate-vaccines-engaged-in-covid-19-vaccine-global-access-facility\"><span style=\"font-weight: 400\">World Health Organization<\/span><\/a><span style=\"font-weight: 400\"> reports. COVAX is co-led by the Coalition for Epidemic Preparedness Innovations (CEPI), Gavi, the Vaccine Alliance, and the World Health Organization (WHO), who is working with vaccine manufacturers across the world. COVAX\u2019s goal is to acquire and deliver two billion doses of approved vaccines by the end of 2021.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">So far, it has nine COVID-19 vaccine candidates in its portfolio that employ a variety of different technologies and scientific approaches. An additional nine candidates are also being evaluated. Interested countries will confirm their intentions to join and make a binding commitment by September 18, and will subsequently make payments in early October using an allocation framework developed by the WHO. With the creation of the COVAX Advance Market Commitment, 92 low and middle-income countries will have support from 80 higher-income countries. <\/span><span style=\"font-weight: 400\">Proponents believe that a huge positive of this design is that it would theoretically lead to lower costs for vaccines, which would in turn end this pandemic quicker.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The United States has refused to join this global effort. \u201cThe United States <\/span><span style=\"font-weight: 400\">will continue to engage our international partners to ensure we defeat this virus, but we will not be constrained by multilateral organizations influenced by the corrupt World Health Organization and China,\u201d says <\/span><a href=\"https:\/\/www.usnews.com\/news\/top-news\/articles\/2020-09-01\/white-house-slams-who-over-criticism-of-push-for-covid-vaccine\"><span style=\"font-weight: 400\">Judd Deere<\/span><\/a><span style=\"font-weight: 400\">, a spokesman for the White House. This \u2018go it alone\u2019 strategy is certainly a gamble \u2013 it is like deciding to not take out an insurance policy. This has the potential to put thousands of lives at risk and isolate Americans from a safe vaccine.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to<\/span> <a href=\"https:\/\/www.washingtonpost.com\/world\/coronavirus-vaccine-trump\/2020\/09\/01\/b44b42be-e965-11ea-bf44-0d31c85838a5_story.html\"><span style=\"font-weight: 400\">The Washington Post<\/span><\/a><span style=\"font-weight: 400\">, given the complexity of supply chains, vaccine development will essentially be a global effort, regardless of whether countries want to cooperate. It\u2019s important to note also that the U.S. has withdrawn from the WHO despite being a major supporter of GAVI. This adds to the confusion and contradiction seen in the U.S. response to the pandemic.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The whole idea behind COVAX is to discourage countries from hoarding and instead vaccinate high-risk people in every country. In a recent Harris Poll, 66 percent of Americans agreed that, if the United States develops a vaccine, all domestic orders should be filled before any of the vaccines are made available abroad,<\/span> <a href=\"https:\/\/www.washingtonpost.com\/opinions\/it-puts-everyone-in-danger-if-rich-countries-hoard-a-vaccine\/2020\/08\/24\/b309f012-e636-11ea-970a-64c73a1c2392_story.html\"><span style=\"font-weight: 400\">The Washington Post<\/span><\/a> <span style=\"font-weight: 400\">reports. Having a nationalistic point of view will without a doubt prolong this pandemic. Science should dictate when a vaccine is ready\u2014not politics.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to <\/span><a href=\"https:\/\/www.npr.org\/sections\/coronavirus-live-updates\/2020\/08\/18\/903617560\/who-chief-urges-nations-to-join-in-preventing-vaccine-nationalism\"><span style=\"font-weight: 400\">National Public Radio<\/span><\/a><span style=\"font-weight: 400\">, <\/span><span style=\"font-weight: 400\">WHO Director-General Tedros Adhanom Ghebreyesus<\/span> <span style=\"font-weight: 400\">sent a letter to its 194 member states, urging participation. \u201cSharing finite supplies strategically and globally is actually in each country&#8217;s national interest,\u201d he says. Most can clearly remember the early days of the novel coronavirus when panic ensued as shortages in personal protective equipment were seen. Globalization means that \u201ca vaccine developed in one country may need to be filled in vials with stoppers that are produced in another, using materials for the high-grade glass that is only available from yet another country.\u201d\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/hbr.org\/2020\/05\/the-danger-of-vaccine-nationalism\"><span style=\"font-weight: 400\">Harvard Business Review<\/span><\/a> <span style=\"font-weight: 400\">refers to this behavior and its serious effects by alluding to the H1N1 virus outbreak in 2009. In that instance, <\/span><span style=\"font-weight: 400\">high-income countries directly negotiated large advance orders for the vaccine, crowding out low-income countries. Even though many of those high-income countries (which includes the U.S.) agreed to make donations and distribute, they only did this after ensuring cover for their own populations first. As a result, the distribution of the H1N1 vaccine was based on high-income countries\u2019 purchasing power, rather than the risk of transmission.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Ultimately, one thing must be remembered: no one is safe until everyone is safe. Vaccine nationalism jeopardizes each country\u2019s chances of overcoming COVID-19. An article by<\/span> <a href=\"https:\/\/www.washingtonpost.com\/health\/2020\/06\/04\/biggest-challenge-coronavirus-vaccine-could-be-getting-countries-share\/\"><span style=\"font-weight: 400\">The Washington Post<\/span><\/a><span style=\"font-weight: 400\"> brings up a great point: Even if countries act selfishly and hoard supplies, they will continue to struggle with new outbreaks so long as the virus continues in other countries because of the high transmission rate.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.forbes.com\/sites\/tommybeer\/2020\/09\/01\/us-wont-join-global-coronavirus-vaccine-effort-because-its-led-by-the-who\/#478b60595876\"><span style=\"font-weight: 400\">Suerie Moon<\/span><\/a><span style=\"font-weight: 400\">, co-director of the Global Health Center at the Graduate Institute of International and Development Studies in Geneva, says \u201cthe behavior of countries when it comes to vaccines in this pandemic will have political repercussions beyond public health.
