The <\/span><a href=\"http:\/\/www.opn.ca6.uscourts.gov\/opinions.pdf\/17a0260p-06.pdf\"><span style=\"font-weight: 400\">6<\/span><span style=\"font-weight: 400\">th<\/span><span style=\"font-weight: 400\"> Circuit U.S. Court of Appeals<\/span><\/a><span style=\"font-weight: 400\"> officially ruled in favor of Kamar\u2019s petition against deportation after finding \u201csubstantial evidence\u201d that, if she were forcibly returned to Jordan, she would be killed by cousins. <\/span><\/p>\n<p><span style=\"font-weight: 400\">The threat of \u201cintending to perform an honor killing,\u201d in accordance with the Jordanian cultural custom against pre-marital pregnancy, was the basis for the court\u2019s ruling. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Despite being considered the most progressive Arab nation in the Middle East, Jordan maintains one of the highest rates of honor crimes in the world, reports <\/span><a href=\"https:\/\/www.hrw.org\/news\/2016\/10\/27\/recorded-honor-killings-rise-jordan\"><span style=\"font-weight: 400\">Human Rights Watch<\/span><\/a><span style=\"font-weight: 400\">. In 2013, researchers at Cambridge University\u2019s Institute of Criminology found that of the 850 students surveyed, almost half of boys and one in five girls interviewed <\/span><span style=\"font-weight: 400\">believe that killing a daughter, sister, or wife who has &#8220;dishonoured&#8221; or shamed the family, is justified, reports <\/span><a href=\"https:\/\/www.aljazeera.com\/news\/middleeast\/2013\/06\/201362054127558357.html\"><span style=\"font-weight: 400\">Al Jazeera<\/span><\/a><span style=\"font-weight: 400\">. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Jordan averages out at about 20 deaths per year, according to <\/span><span style=\"font-weight: 400\">Human Rights Watch<\/span><span style=\"font-weight: 400\">, but this number is rising. Over 36 \u201cjustified\u201d honor killings were reported by the Jordanian government in 2017; the rate of change comes out at an 89% increase from the 19 deaths reported in 2002. <\/span><\/p>\n<p><span style=\"font-weight: 400\">However, there is a distinct discrepancy between the numbers that the government reports and the findings of NGOs. The <\/span><a href=\"http:\/\/sigi-jordan.org\/ar\/?p=2395\"><span style=\"font-weight: 400\">Sisterhood is Global Institute<\/span><\/a><span style=\"font-weight: 400\"> in Amman found that honor crimes rose by 60% since 2016, and there are no signs of that rate slowing down. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Protections for at-risk women remain limited. The <\/span><a href=\"https:\/\/www.fairobserver.com\/region\/middle_east_north_africa\/jordan-womens-rights-honor-killings-arab-world-news-43044\/\"><span style=\"font-weight: 400\">Fair Observer<\/span><\/a><span style=\"font-weight: 400\"> reports that \u201ct<\/span><span style=\"font-weight: 400\">he state puts women who are at risk of honor crimes into \u2018protective custody,\u2019 which often means prison without charge.\u201d 65% of all 1,700 incarcerated women in Jordan are detained \u201cindefinitely\u201d for this reason, with limited options. <\/span><\/p>\n<p><a href=\"https:\/\/www.reuters.com\/article\/us-jordan-women-prison\/jordanian-women-imprisoned-in-name-of-family-honor-idUSKCN1AW0IO\"><span style=\"font-weight: 400\">Reuters<\/span><\/a><span style=\"font-weight: 400\"> interviewed one woman with the alias \u201cFatima,\u201d whose father attempted to kill her and her sister after he found out her sister was pregnant out of wedlock. She was rescued by neighbors and placed in the custody of the local police; her sister died. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Fatima was subsequently imprisoned for her own protection, and was not released for over 22 years. While there, she experience frequent and heavy abuse by her fellow inmates. \u201cWhen I went inside and they put me in cells with murderers, narcotics, thieves and prostitutes, I no longer knew who I was and what I am,\u201d she said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Adam Coogle, a Middle East researcher at Human Rights Watch, confirms that \u201cA woman who is held for her own protection is in the same cell with a convicted murder or someone who has actually committed an act of violence. This can lead to a lot of psychological problems and real fear,\u201d reports Reuters. <\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Reuters, alternatives to imprisonment include voluntary release and arranged marriage, but neither option is ideal. Women who are granted release must have a male family member act as a guardian, but these relatives are more often than not the same ones that threatened the women\u2019s lives to begin with.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Arranged marriage is almost impossible, and there is no guarantee of safety. Twenty-six-year-old Swason, also an alias, spent two years in a Jwaideh detention facility before a man arrived to determine if she was suitable for marriage<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe very next day I was transferred to the governor\u2019s office and the governor signed my marriage certificate,\u201d she reported.
