{"id":6290,"date":"2018-02-05T08:00:22","date_gmt":"2018-02-05T13:00:22","guid":{"rendered":"http:\/\/thediplomaticenvoy.com\/?p=6290"},"modified":"2018-04-16T15:18:56","modified_gmt":"2018-04-16T19:18:56","slug":"chile-welcomes-migrants-as-other-countries-turn-inward","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/2018\/02\/05\/chile-welcomes-migrants-as-other-countries-turn-inward\/","title":{"rendered":"Chile Welcomes Migrants as Other Countries Turn Inward"},"content":{"rendered":"<p><strong>By Matthew Minor<\/strong><br \/>\n<strong><em>Staff Writer<\/em><\/strong><\/p>\n<p>No stranger to migration, Chile has recently seen a dramatic surge in the numbers of Haitians leaving home in search of economic opportunity.<\/p>\n<p>The\u00a0<a href=\"https:\/\/www.wsj.com\/articles\/lawmakers-look-to-sell-immigration-deal-to-a-skeptical-white-house-1515700909\">Wall Street Journal<\/a> reported, \u201clast year, almost 105,000 Haitians entered Chile, compared with about 49,000 in 2016 and just a handful a decade ago, according to federal police that oversee border crossings\u201d.<\/p>\n<p>Migrants coming to Chile face a perilous path to the country. <a href=\"https:\/\/www.theguardian.com\/world\/2017\/jun\/29\/caribbean-migrants-chile-desert-minefield\">The Guardian<\/a> reported that migrants\u2019 journey takes them through jungles, through minefields, and into the hands of smugglers, locally known as <em>coyotes<\/em>. One woman, Digna Batista, paid more than $2,500 to a smuggler who took her on a journey through the Andes, through a minefield in the treacherous Atacama Desert, and finally to Chile.<\/p>\n<p>Many migrants come to Chile to seek better jobs, but often face difficulty in doing so. According to <a href=\"https:\/\/www.usnews.com\/news\/best-countries\/articles\/2017-07-10\/south-americas-progressive-immigration-laws-begin-to-fray\">US News and World Report<\/a>, many migrants work in the black market because they cannot easily find employment elsewhere. Chile\u2019s migrants are part of a new trend of migration, one where people move from one developed country to another. According to the United Nations estimates, 92 million people fall into this group of migrants.<\/p>\n<p>Chile\u2019s welcoming of Haitians comes as many countries are cracking down on loose immigration policy. Chilean policymakers have attributed the influx of Haitians largely to xenophobic rhetoric overseas.<\/p>\n<p>In the United States, President Donald Trump\u2019s rhetoric on immigration has discouraged many migrants from entering the United States. In January, the <a href=\"https:\/\/www.wsj.com\/articles\/lawmakers-look-to-sell-immigration-deal-to-a-skeptical-white-house-1515700909\">Wall Street Journal<\/a> reported that President Trump used an expletive to describe people leaving Africa to come to America, saying that America needed to \u201chave people from places like Norway.\u201d President Trump also named Haiti in the meeting, asking, \u201cwhat do we want the Haitians here for?\u201d Later in January, the Trump administration ended protections for migrants living in the United States. According to the <a href=\"https:\/\/www.nytimes.com\/2018\/01\/08\/us\/salvadorans-tps-end.html\">New York Times<\/a>, nearly 200,000 Salvadorans and 45,000 Haitians will have to leave the country.<\/p>\n<p>In South America, many countries have tightened their border laws. In May 2017, Brazil\u2019s president vetoed a bill that would grant amnesty to immigrants. Brazil\u2019s policy change comes as many asylum seekers flow over the border from Venezuela, fleeing political violence and inflation. Likewise, Argentina\u2019s president Mauricio Macri issued an order that would make it easier for the government to deport immigrants and restrict future entry. These policy shifts contrast with South America\u2019s history of loose migration laws and support for open borders.<\/p>\n<p>Chileans have mixed reactions regarding the influx of migrants. Some Chileans have blamed increased competition for work and strained social services on loose immigration laws. Still, the Wall Street Journal reported that, in a 2017 poll, an overwhelming number of respondents had a positive view of immigrants and their ability to contribute to the economy.<\/p>\n<p>As in many other countries, immigration has become a contentious political issue. During the presidential election at the end of 2017, then-candidate Sebastian Pi\u00f1era took a tough stance on immigration. Pledging to toughen immigration laws, Pi\u00f1era \u201cblamed Chile\u2019s outdated immigration laws, written in the 1970s, for \u2018importing problems like delinquency, drug trafficking and organized crime,\u2019\u201d according to <a href=\"https:\/\/www.reuters.com\/article\/us-chile-immigration\/chiles-presidential-hopefuls-bet-on-anti-immigrant-sentiment-idUSKBN1591CF\">Reuters<\/a>.<\/p>\n<p>Despite mixed reception of migrants, immigration can help remedy Chile\u2019s demographic shift. Jos\u00e9 Ramon Valente, an advisor to president-elect Pi\u00f1era\u2019s transition team, agrees immigration can help ease the burden of an aging population.
