{"id":6222,"date":"2017-12-15T08:00:55","date_gmt":"2017-12-15T13:00:55","guid":{"rendered":"http:\/\/thediplomaticenvoy.com\/?p=6222"},"modified":"2020-02-02T14:27:28","modified_gmt":"2020-02-02T19:27:28","slug":"myanmar-military-commits-systemic-sexual-abuse-of-rohingya","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/2017\/12\/15\/myanmar-military-commits-systemic-sexual-abuse-of-rohingya\/","title":{"rendered":"Myanmar: Military Commits Systemic Sexual Abuse of Rohingya \u00a0"},"content":{"rendered":"<p><b>By Stephanie Miller <\/b><b><br \/>\n<\/b><b><i>Staff Writer<\/i><\/b><\/p>\n<p><span style=\"font-weight: 400\">Less than three months after the atrocities against the Rohingya people began in Myanmar, <\/span><a href=\"https:\/\/www.hrw.org\/report\/2017\/11\/16\/all-my-body-was-pain\/sexual-violence-against-rohingya-women-and-girls-burma\"><span style=\"font-weight: 400\">Human Rights Watch<\/span><\/a><span style=\"font-weight: 400\"> (HRW) has released a report focused on the sexual violence being perpetrated against women and girls of the region. <\/span><\/p>\n<p><span style=\"font-weight: 400\">It was released on the heels of another report by the advocacy group <\/span><a href=\"http:\/\/www.fortifyrights.org\/downloads\/THEY_TRIED_TO_KILL_US_ALL_Atrocity_Crimes_against_Rohingya_Muslims_Nov_2017.pdf\"><span style=\"font-weight: 400\">Fortify Rights<\/span><\/a><span style=\"font-weight: 400\">, an organization which analyzes the background and legal framework of systemic violence in the region. Both reports are based on the testimonies of over 200 survivors who fled to Bangladesh after the military began \u201cclearing operations\u201d in late August.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Over 600,000 Rohingya have been displaced by the crisis, which the United Nations Commissioner for Human Rights Zeid Ra\u2019ad Al Hussein has described as \u201ca text book example of ethnic cleansing,\u201d according to <\/span><a href=\"https:\/\/www.washingtonpost.com\/world\/textbook-example-of-ethnic-cleansing--370000-rohingyas-flood-bangladesh-as-crisis-worsens\/2017\/09\/12\/24bf290e-8792-41e9-a769-c79d7326bed0_story.html?tid=a_inl&amp;utm_term=.1131f4749ba9\"><span style=\"font-weight: 400\">The Washington Post<\/span><\/a><span style=\"font-weight: 400\">. Pramila Patten, the U.N. Special Representative on Sexual Violence in Conflict, is quoted by <\/span><a href=\"https:\/\/www.reuters.com\/article\/us-bangladesh-myanmar\/u-n-official-says-will-raise-sexual-violence-against-rohingya-with-icc-idUSKBN1DC0N7\"><span style=\"font-weight: 400\">Reuters<\/span><\/a><span style=\"font-weight: 400\"> as saying \u201cSexual violence is being commanded, orchestrated and perpetrated by the Armed Forces of Myanmar, otherwise known as the Tatmadaw. Rape<\/span><span style=\"font-weight: 400\"> is an act and a weapon of genocide.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">HRW <\/span><span style=\"font-weight: 400\">found that Myanmar security forces \u201craped and sexually assaulted women and girls both during major attacks on villages but also in the weeks prior to these major attacks, sometimes after repeated harassment. In every case described, the perpetrators were uniformed members of security forces, almost all military personnel.\u201d All but one of the nineteen rapes reported to HWR were described as gang rape, with eight of those cases involving five or more soldiers. Six cases of \u201cmass rape\u201d were documented along with further acts of violence, including \u201ca soldier killing a five-year-old girl who could not keep pace with her fleeing family, or security forces pushing older persons who could not flee back into burning houses.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Rashida Begum, a refugee native to Myanmar\u2019s Rahkine state, told <\/span><a href=\"http:\/\/www.bbc.com\/news\/av\/world-asia-41977712\/rohingya-villagers-tell-of-rape-and-murder-in-military-crackdown\"><span style=\"font-weight: 400\">BBC News<\/span><\/a><span style=\"font-weight: 400\"> \u201cThe soldiers surrounded us and made us kneel down by the side of the river. Then they began raping and killing. Then they tried to slit my throat. They snatched [my baby] away. They threw him to the ground and killed him.\u201d<\/span><\/p>\n<p><a href=\"http:\/\/www.aljazeera.com\/news\/2017\/11\/myanmar-forces-committed-widespread-rape-rohingya-171116061021161.html\"><span style=\"font-weight: 400\">Al Jazeera<\/span><\/a><span style=\"font-weight: 400\"> reported on the story of a fifteen-year-old girl who was dragged from her home and raped by ten soldiers. When her brother and sister came to retrieve her, they thought that she was dead. <\/span><\/p>\n<p><span style=\"font-weight: 400\">None of the interviewees received medical attention post-assault, including urgent care like emergency contraception and prophylaxis against HIV infection. HRW states that while <\/span><span style=\"font-weight: 400\">Bangladesh\u2019s government has provided sanctuary for the Rohingya people and access to health facilities, the lack of knowledge and overall social stigma has prevented many women from accessing critical care.<\/span><\/p>\n<p><span style=\"font-weight: 400\">On November 15, 2017, United States Secretary of State Rex W. Tillerson visited Myanmar and called for an investigation into \u201ccredible reports of widespread atrocities\u201d by the country\u2019s security forces against the Rohingya. After a meeting with military General Min Aung Hlaing and State Counselor Daw Aung San Suu Kyi, also a Nobel laureate praised for her non-violent struggle for democracy and human rights in Myanmar, Tillerson described the conflict as \u201chorrific\u201d and said that there had been \u201ccrimes against humanity\u201d, according to <\/span><a href=\"https:\/\/www.nytimes.com\/2017\/11\/15\/world\/asia\/rex-tillerson-myanmar-aung-san-suu-kyi.html?action=click&amp;contentCollection=Asia%20Pacific&amp;module=RelatedCoverage&amp;region=Marginalia&amp;pgtype=article\"><span style=\"font-weight: 400\">The New York Times<\/span><\/a><span style=\"font-weight: 400\">. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Both Myanmar\u2019s military and civil government have consistently denied accusations of human rights violations. Internal police and military investigations in February 2017 claimed that the U.N.\u2019s \u201cdocumented evidence suggesting the military may have committed serious international crimes\u201d was fabricated, according to the Fortify Rights report.
