Although not every state targets academia, non-governmental institutions (NGOs) and nonprofit organizations are riddled with controversy. While some NGOs help change the behavior of nation-states for the better, others seem to pursue disruptive tactics such as regime change, traditionally associated with military coup d\u2019\u00e9tats. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Some of the prominent NGOs involved are the Open Society Foundation and the National Endowment for Democracy. Their activity occurs mostly in countries in Eastern Europe and the Middle East where instability and perpetual conflict remain a common occurrence.<\/span><\/p>\n<p><span style=\"font-weight: 400\">In Russia, billionaire George Soros\u2019 Open Society Foundation funded pro-democratic initiatives and caused outcry from the government. According to the <\/span><a href=\"http:\/\/www.washingtontimes.com\/news\/2015\/nov\/30\/george-soros-funded-groups-targeted-in-russian-ngo\/\"><span style=\"font-weight: 400\">Washington Times<\/span><\/a><span style=\"font-weight: 400\">, the Russian Prosecutor General\u2019s office banned two of Soros\u2019 organizations: the Open Society Foundations and the Open Society Institute Assistance Foundation after an investigation found them to be a \u201cthreat to the foundations of the Russian constitutional system and security of the state.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">In other countries of Eastern Europe, Soros\u2019 NGOs interfered in the domestic policies of Ukraine, Hungary, and Macedonia. <\/span><a href=\"https:\/\/www.thenewamerican.com\/world-news\/europe\/item\/17843-george-soros-s-giant-globalist-footprint-in-ukraine-s-turmoil\"><span style=\"font-weight: 400\">The New American<\/span><\/a><span style=\"font-weight: 400\"> reports that Soros\u2019 International Renaissance Foundation funded the Euromaidan protests, which led to the ousting of President Victor Yanukovich. <\/span><\/p>\n<p><span style=\"font-weight: 400\">According to an <\/span><a href=\"https:\/\/www.rt.com\/news\/375652-soros-undermine-hungary-government\/\"><span style=\"font-weight: 400\">RT News<\/span><\/a><span style=\"font-weight: 400\"> interview, Hungarian Foreign Minister Peter Szijjarto told reporter Sophie Shevardnadze that Soros\u2019 NGOs \u201chelped illegal immigrants to get into Hungary.\u201d He further states that Soros \u201cwould like this government to fail \u2026 because he doesn\u2019t like our approach, doesn\u2019t like our policies.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400\">Finally, the Macedonian news website <\/span><a href=\"http:\/\/english.republika.mk\/initiative-to-re-examine-the-work-of-the-george-soros-foundation-in-macedonia\/\"><span style=\"font-weight: 400\">Republika<\/span><\/a><span style=\"font-weight: 400\"> reported that politician Nikola Srbov launched an initiative to investigate the Open Society Foundation. He accuses the organization of monopolizing civil society and stamping out any disagreeing opinions.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Finally, in the Middle East, other NGOs are involved in similar acts of undermining sovereignty. According to the <\/span><a href=\"https:\/\/www.globalpolicy.org\/ngos\/role-of-ngos-in-the-international-arena\/ngos-and-states\/51688-qngoq-the-guise-of-innocence.html?itemid=id#32115\"><span style=\"font-weight: 400\">Global Policy Forum<\/span><\/a><span style=\"font-weight: 400\">, Egyptian prosecutors cracked down on \u201cpro-democracy\u201d NGOs in early 2012, \u201caccusing them of failing to register with the government and financing the April 6 protest movement with illicit funds in a manner that detracts from the sovereignty of the Egyptian state.\u201d <\/span><\/p>\n<p><span style=\"font-weight: 400\">Egypt installed a travel ban on former Transportation Secretary\u2019s son Sam LaHood, a member of the International Republican Institute (IRI), a U.S.-funded NGO. By March of the same year, LaHood and some NGOs left the country. <\/span><\/p>\n<p><span style=\"font-weight: 400\">The article further mentions that \u201cstate-sponsored organizations,\u201d not NGOs such as the IRI and the National Democratic Institute (NDI) receive funding from the National Endowment of Democracy (NED) for promoting the\u00a0growth of political parties, free economies, and free elections. Thus, these organizations, masked as NGOs, meddle in the political and economic process of foreign states.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Having examined these cases, does civil society do anything positive? Certainly, NGOs are very effective in advancing causes while at the same time maintaining a degree of independence from other actors. For instance, the World Youth Alliance (WYA) promotes the dignity of human life in areas such as the U.N. and the European Union. <\/span><\/p>\n<p><span style=\"font-weight: 400\">In addition, many of the countries subject to regime change have functional institutions and still maintain their NGOs who work at the grassroots and domestic level. For instance, Hungary has a variety of <\/span><a href=\"http:\/\/wideweb.hu\/hungary\/country-information\/people-society\/non-governmental-organizations\"><span style=\"font-weight: 400\">groups<\/span><\/a><span style=\"font-weight: 400\"> addressing issues such as health care, political participation, education, and consumerism.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The problem with civil society as it exists is that special interests groups control most of the NGOs, the academia, and other organizations.
