According to <a href=\"http:\/\/hungarytoday.hu\/news\/central-southeastern-european-countries-join-forces-tackle-migrant-crisis-64864\">Hungary Today<\/a>, representatives from these countries collaborated on a plan meant to combat illegal migration, and estimated for completion in April. The specifics are still unknown, but Hungary\u2019s Defense Minister Istvan Simicsko assured that the participants have similar views on how to combat the crisis, and are therefore willing to cooperate.<\/p>\n<p>Hungarian Secretary of State K\u00e1roly Kontr\u00e1t believes the plan would be a \u201cmilestone in the fight against illegal migration,\u201d and said it is important that the European Union\u2019s decisions reflect the conclusions of the Vienna talks. He believes this will help support the European community in handling the ongoing migration crisis. In line with Hungary\u2019s long-standing opposition to migration, Mr. Kontr\u00e1t reaffirmed that it must be stopped, making Hungary the largest EU member to have this position.<\/p>\n<p>Although there is great optimism surrounding the central and southeastern European plan, the refugee deal struck between the EU and Turkey brought skepticism. The deal in question, made between the EU and Turkey on March 18, 2016, was designed to decrease the overwhelming flow of smuggled migrants and asylum seekers traveling from Turkey to the Greek islands.<\/p>\n<p>All migrants arriving after March 20 must return to Turkey, and in exchange, EU member states would increase resettlement of Syrian refugees residing in Turkey, accelerate visa liberalization for Turkish nationals, and boost existing financial support for Turkey\u2019s refugee population. The deal has turned out to be a disaster, however, and according to <a href=\"https:\/\/www.amnesty.org\/en\/latest\/news\/2017\/02\/eu-human-rights-cost-of-refugee-deal-with-turkey-too-high-to-be-replicated-elsewhere\/\">Amnesty International<\/a>, thousands of asylum seekers have been left stranded on Greek islands, forced to live in unhealthy detention camps.<\/p>\n<p>The <a href=\"http:\/\/www.migrationpolicy.org\/news\/paradox-eu-turkey-refugee-deal\">Migration Policy Institute<\/a> addressed the unlikelihood that all twenty-eight EU members, with increasingly diversified interests, were able to reach a consensus which \u201cspeaks to the level of concern that leaders have for their own domestic political futures in a context of rising populism\u201d.<\/p>\n<p>The deal is also a paradox because it goes against the EU\u2019s asylum standards. In order to make the deal possible, policymakers would have to drastically cut legal corners, which in turn could potentially violate EU law on issues such as detention and the right to appeal.\u00a0 However, if governments execute the agreement within the\u00a0international and European law, fewer arrivals would likely return to Turkey, which would go against the main purpose of the deal.<\/p>\n<p>Along with the EU-Turkey deal, the Hungarian government announced their construction of a $130.7 million fence on the border of Serbia, reports <a href=\"https:\/\/www.washingtonpost.com\/national\/the-latest-hungary-to-erect-second-fence-to-deter-migrants\/2017\/02\/23\/b4aa7cda-f9e9-11e6-aa1e-5f735ee31334_story.html?utm_term=.3c7008591901\">The Washington Post<\/a>. Hungary\u2019s Prime Minister\u2019s Chief of Staff Janos Lazar stated that the building will start in the spring since there is an expected influx of migrants trying to enter the country. This will force asylum-seekers to wait for their requests for protection to be reviewed by Hungarian officials.
