{"id":5309,"date":"2017-02-27T08:00:37","date_gmt":"2017-02-27T13:00:37","guid":{"rendered":"http:\/\/thediplomaticenvoy.com\/?p=5309"},"modified":"2017-02-27T08:23:31","modified_gmt":"2017-02-27T13:23:31","slug":"ecuador-presidential-elections-head-into-second-round","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/2017\/02\/27\/ecuador-presidential-elections-head-into-second-round\/","title":{"rendered":"Ecuador Presidential Elections Head into Second Round"},"content":{"rendered":"<p><strong>By Taylor Cain<\/strong><br \/>\n<em><strong>Staff Writer<\/strong><\/em><\/p>\n<p>Ecuador\u2019s presidential election will go into a runoff election on April 2 after February 19\u2019s compulsory vote failed to produce a successor to the\u00a0ten-year incumbent, President Rafael Correa, says <a href=\"https:\/\/www.washingtonpost.com\/news\/monkey-cage\/wp\/2017\/02\/17\/ecuador-votes-on-sunday-these-are-the-5-things-you-need-to-know\/?utm_term=.cb6649596092\">the Washington Post<\/a>.<\/p>\n<p>The leftist and former Vice President, Len\u00edn Moreno, and the conservative, Guillermo Lasso, emerged as the top two candidates in the field of eight, despite neither reaching the necessary percentage to win.\u00a0 Moreno concluded with 39.4 percent of the vote and an 11.3 percent lead over Lasso, reports <a href=\"https:\/\/www.washingtonpost.com\/world\/the_americas\/ecuador-electoral-body-formally-orders-presidential-runoff\/2017\/02\/22\/77afeacc-f97b-11e6-aa1e-5f735ee31334_story.html?utm_term=.ec3d37f2db17\">the Washington Post.<\/a><\/p>\n<p><a href=\"http:\/\/pdba.georgetown.edu\/ElecSys\/Ecuador\/ecuador.html\">Georgetown\u2019s School of Foreign Service<\/a> says the winner must acquire 40 percent of the vote and a ten percent margin over the next opponent.\u00a0 Because Moreno fell short by 0.6 percent of the vote, a runoff election between the top two candidates will take place in April.<\/p>\n<p>Incumbent President Correa served for three consecutive terms, which is the longest serving in Ecuador\u2019s history.\u00a0 Mr. Correa helped the country out of a period of economic instability, says the <a href=\"https:\/\/www.washingtonpost.com\/world\/the_americas\/ecuador-electoral-body-formally-orders-presidential-runoff\/2017\/02\/22\/77afeacc-f97b-11e6-aa1e-5f735ee31334_story.html?utm_term=.be4710034833\">Washington Post<\/a>, and has generated tensions with the press, his opposition, and courts, by restricting their powers and freedoms. Mr. Correa\u2019s unpopularity led to a coup attempt in 2010 where members of the armed forces and police, angry at the austerity measures he implemented, kidnapped him in the nation\u2019s capital, said <a href=\"http:\/\/www.bbc.com\/news\/world-latin-america-11447519\">BBC<\/a>.<\/p>\n<p>Mr. Correa\u2019s ten years in power have been witness to an ideological shift in Latin America.\u00a0 He was elected in 2007 as a leftist during a period of high left power in the region. \u00a0The end of his presidency could see the rise of a \u201cpink tide\u201d as conservative leaders dominate in power across the region, said <a href=\"http:\/\/www.bbc.com\/news\/world-latin-america-39020912\">BBC<\/a>.\u00a0 A win for Mr. Moreno could show the resilience of the leftist ideology, while a win for Lasso could signal Ecuador\u2019s ideological flexibility to follow the regional trend.<\/p>\n<p>Mr. Moreno served as Vice President for Mr. Correa from 2007 to 2013, and has the support of Mr. Correa who calls Mr. Moreno his hand-picked successor.\u00a0 Mr. Correa and Mr. Moreno are both part of the leftist Alianza Pa\u00eds party, reports <a href=\"http:\/\/www.miamiherald.com\/news\/nation-world\/world\/americas\/article133667329.html\">the Miami Herald<\/a>. \u00a0Mr. Moreno campaigned on a platform of increasing higher education opportunity and employment for all.\u00a0 He continued to advocate for disability rights as a paraplegic and former UN Special Envoy on Disability and Accessibility, says the <a href=\"http:\/\/www.bbc.com\/news\/world-latin-america-39020912\">BBC<\/a>.<\/p>\n<p>Mr. Lasso was a presidential candidate in 2013, says <a href=\"https:\/\/www.washingtonpost.com\/news\/monkey-cage\/wp\/2017\/02\/17\/ecuador-votes-on-sunday-these-are-the-5-things-you-need-to-know\/?utm_term=.83fcc6d1cf3a\">The Washington Post<\/a>, and is a former economy minister and banker.\u00a0 He campaigned on more of an economic platform than Mr. Moreno did, promising to cut taxes for large companies, promote foreign investments to generate local jobs, and separate the central bank from the government, says <a href=\"http:\/\/www.bbc.com\/news\/world-latin-america-39020912\">BBC<\/a>. \u00a0Lasso is part of the conservative Creando Oportunidades movement.<\/p>\n<p>WikiLeaks founder Julian Assange\u2019s four-year stay at the Ecuadorian embassy in London could end if Mr. Lasso wins the second round of the election.
