Sponsored by the State Department\u2019s International Visitor Leadership Program and the Graduate Diplomacy Council, the four delegates were welcomed by Dr. Benjamin Goldfrank, the chairman of the School of Diplomacy faculty, who opened the event with a presentation on the rich history of civic participation in Venezuela and Latin America.<\/span><\/p>\n<p><span style=\"font-weight: 400\">After Dr. Goldfrank\u2019s presentation, the delegates delivered opening statements followed by a group discussion that spanned from electoral freedom and voter registration, to government accountability, the referendum to recall President Nicolas Maduro, and the Venezuelan economy. Here are the highlights from the discussion and from the <\/span><i><span style=\"font-weight: 400\">Envoy\u2019s <\/span><\/i><span style=\"font-weight: 400\">interviews with the delegates:<\/span><\/p>\n<p><b><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4744 size-medium\" src=\"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/files\/2016\/10\/Daniel-Fermin-2-300x225.jpg\" alt=\"daniel-fermin-2\" width=\"300\" height=\"225\" \/>\u201cThe country is no longer paralyzed by partisanship, but united against the crisis and the oligarchy.\u201d<\/b><b><br \/>\n<\/b><b>DANIEL FERMIN<\/b><b><br \/>\n<\/b><b>Center for Political Studies at Universidad Cat\u00f3lica Andr\u00e9s Bello<\/b><\/p>\n<p><span style=\"font-weight: 400\">\u201cMost people think the way out of the crisis is voting,\u201d said Mr. Fermin, whose research is on electoral integrity, transparency, corruption, and accountability. The problem, he says, is that the electoral council has given a lot of excuses not to hold regular elections, even though gubernatorial terms will end in December \u2013 for example, they have no budget because they are dedicating their resources to the recall referendum.<\/span><\/p>\n<p><span style=\"font-weight: 400\">More so than in government institutions, there is \u201chigh public trust in university students,\u201d Mr. Fermin said, citing local surveys. \u201cThe one time Chavez was defeated, students led the movement,\u201d he said, referring to a 2007 referendum on constitutional amendments proposed by Hugo Chavez, the former president of Venezuela.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Because the government controls most of Venezuelan media, social media is not only a way for the youth to organize, but also virtually the only source of news. \u201cDon\u2019t disregard social media as something young people waste their time on,\u201d Mr. Fermin said.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4747 size-medium\" src=\"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/files\/2016\/10\/Alessandra-Soler-2-300x225.jpg\" alt=\"Alessandra Soler\" width=\"300\" height=\"225\" \/><\/p>\n<p><b>\u201cNo economic change is possible until there\u2019s political change.\u201d<\/b><b><br \/>\n<\/b><b>ALESSANDRA SOLER<\/b><b><br \/>\n<\/b><b>Civilis Derechos Humanos<\/b><\/p>\n<p><span style=\"font-weight: 400\">Ms. Soler\u2019s non-profit organization, Civilis Derechos Humanos, defends the right of civilians to participate in reviews conducted by international organizations and to report human rights violations in Venezuela. Civilis also holds the government accountable to the international human rights conventions to which Venezuela is party. \u201cInternational public shaming is a powerful thing,\u201d Ms. Soler said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Still, \u201cinstitutions are not responding to the humanitarian crisis\u201d in Venezuela,\u201d Ms. Soler said, leaving Venezuelans to rely on aid from their relatives and countrymen who live overseas. One prominent expatriate who has been sending aid to Venezuela is Carlos Gonzalez, who plays professional baseball for the Colorado Rockies.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Learning that they can no longer depend on oil alone, Venezuelans are looking for ways to diversify their economy. Mr. Fermin said that tourism and mining were possibilities, but that public opinion has been pushing for the former because the latter would result in \u201cecocide and ethnocide.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Although privatization is out of the question for the oil industry, through which the government is the primary employer, there is hope for agriculture and food production. Up to 70 percent of Venezuela\u2019s farmland had been nationalized by the government, and privatization would only be a matter of returning the land to its original owners, Mr. Fermin said.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignleft wp-image-4742 size-medium\" src=\"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/files\/2016\/10\/Raul-Castillo-e1477514708978-225x300.jpg\" alt=\"Raul Castillo\" width=\"225\" height=\"300\" \/><\/p>\n<p><b>\u201cDemocracy does not consist simply of casting a ballot.\u201d<\/b><b><br \/>\n<\/b><b>RAUL CASTILLO<\/b><b><br \/>\n<\/b><b>Vicariate of Human Rights, Archdiocese of Caracas<\/b><\/p>\n<p><span style=\"font-weight: 400\">A citizen\u2019s responsibility does not end at the polling booth; rather, \u201ccivil society must also ensure that institutions have the independence to function,\u201d said Mr. Castillo, a human rights lawyer who volunteers for the human rights arm of the Archdiocese of Caracas.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Civil responsibility does not end with one\u2019s own country, either. Asked about the purpose of the delegation\u2019s visit, Ms. Soler said, \u201cWe Venezuelans feel that we have a responsibility to warn the world,\u201d about the actors and policies that plunged Venezuela into a political and economic crisis. Venezuelan expatriates in Spain have similarly spoken out against Podemos, a rising leftist political party that <\/span><a href=\"http:\/\/www.nytimes.com\/2016\/06\/20\/world\/europe\/venezuela-casts-a-long-shadow-on-elections-in-spain.html\"><span style=\"font-weight: 400\">won an unexpected number of seats<\/span><\/a><span style=\"font-weight: 400\"> in the Spanish Parliament this year.<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Ms. Soler, Hugo Chavez used oil revenues to finance leftist movements not only in Latin America, but also throughout the world, a practice carried on by President Nicolas Maduro, Chavez\u2019s successor. Pablo Iglesis and Inigo Errejon, the leaders of Podemos, were once advisers to Mr. Maduro\u2019s government.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"alignright wp-image-4741 size-medium\" src=\"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/files\/2016\/10\/Ronnie-Boquier-300x225.jpg\" alt=\"Ronnie Boquier\" width=\"300\" height=\"225\" \/><\/p>\n<p><b>\u201cLess than 0.1 percent of human rights cases go up to a judge.\u201d<\/b><b><br \/>\n<\/b><b>RONNIE BOQUIER<\/b><b><br \/>\n<\/b><b>Committee of the Family Members of the Victims (COFAVIC)<\/b><\/p>\n<p><span style=\"font-weight: 400\">Mr. Boquier is a lawyer for COFAVIC, a human rights organization founded by relatives and victims of \u201cEl Caracazo,\u201d a series of protests in 1989 against the government\u2019s economic measures that resulted in hundreds of deaths at the hands of security forces. Since 1992, his organization has worked on about 500 cases of human rights violations in Venezuela, but a paltry portion of human rights cases are ever heard in court.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The Venezuelan military was authorized by the Defense Ministry in 2015 to use force against demonstrators, according to <\/span><a href=\"https:\/\/www.hrw.org\/news\/2015\/02\/12\/venezuela-new-military-authority-curb-protests\"><span style=\"font-weight: 400\">Human Rights Watch<\/span><\/a><span style=\"font-weight: 400\">. Additionally, in response to security concerns over the scarcity of products, President Maduro also deployed 80,000 security forces in \u201cOperation People\u2019s Liberation,\u201d which has resulted in 245 deaths and even more detentions in 2016 alone, Mr. Boquier said.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Even immigrants have suffered human rights violations during the crisis.
