{"id":4432,"date":"2016-09-22T08:00:46","date_gmt":"2016-09-22T12:00:46","guid":{"rendered":"http:\/\/thediplomaticenvoy.com\/?p=4432"},"modified":"2016-09-22T08:15:01","modified_gmt":"2016-09-22T12:15:01","slug":"un-security-council-visits-south-sudan-after-approval-of-regional-protection-force","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/2016\/09\/22\/un-security-council-visits-south-sudan-after-approval-of-regional-protection-force\/","title":{"rendered":"UN Security Council Visits South Sudan After Approval of Regional Protection Force"},"content":{"rendered":"<p><strong>By\u00a0 Matthew Schaller<\/strong><br \/>\n<em><strong>Staff Writer\u00a0<\/strong><\/em><\/p>\n<p><span style=\"font-weight: 400\">On September 5, the United Nations Security Council concluded a three-day visit to South Sudan by reasserting their commitment for peace in the world\u2019s youngest country. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">\u201cThe fact that we are getting on the U.N. plane and going home does not mean that we are going to forget about them,\u201d said Ambassador Samantha Power, the United States permanent representative to the United Nations, who served as a co-head for the council delegation. <\/span><\/p>\n<p><span style=\"font-weight: 400\">According to the U.N. News Center, the Security Council\u2019s visit to the war-torn country <\/span><a href=\"http:\/\/www.un.org\/apps\/news\/story.asp?NewsID=54851#.V9V4i_krLX4\"><span style=\"font-weight: 400\">followed a renewal<\/span><\/a><span style=\"font-weight: 400\"> of the U.N. Mission in South Sudan\u2019s (UNMISS) directive, which was bolstered by the recent approval of a 4,000-man regional force to assist with protecting the capital, Juba.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Ambassador Power said there was strong commitment to the implementation of a regional protection force from both parties, but noted that the commitments would be measured by how much safer the people of South Sudan feel. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In addition to holding high-level talks with President Salva Kiir and other members of government, the delegation <\/span><a href=\"http:\/\/www.un.org\/apps\/news\/story.asp?NewsID=54838#.V9ik02qV8uR\"><span style=\"font-weight: 400\">met with displaced people<\/span><\/a><span style=\"font-weight: 400\"> living in camps. Also known as \u201cprotection of civilians\u201d sites, the camps highlighted the dire need for political leaders to come up with a solution to the turmoil. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">The delegation also met with women who became victims of sexual assault after leaving the camps to find food and supplies for their families. \u201cAs a mother, I can imagine that choice,\u201d Ambassador Power said. \u201cI will go and take that risk for my children, I think any mother would.\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">Yet even before the U.N. Security Council delegation touched down in South Sudan, criticism was already mounting for UNMISS to clean up its act after its failure to adequately protect civilians during the recent renewal of fighting. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">According to Matt Wells, senior adviser on peacekeeping for the Center for Civilians in Conflict, warring parties continue<\/span><a href=\"http:\/\/www.aljazeera.com\/indepth\/opinion\/2016\/09\/failed-peacekeepers-sudan-160908091206526.html\"><span style=\"font-weight: 400\"> to obstruct<\/span><\/a><span style=\"font-weight: 400\"> UNMISS\u2019s objectives in the region. Civilians continue to be the target of abuse and humanitarian aid workers are constantly harassed. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">To tackle this issue head on, Wells believes that condemnation should not be the Security Council\u2019s only option; instead, the utilization of an arms embargo is paramount. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Although the Security Council delegation\u2019s arrival offered a glimmer of hope for a struggling nation in its infancy, its departure has led to increased government intimidation among civil society groups, with some even fleeing the country. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">So far the South Sudanese government <\/span><a href=\"https:\/\/www.yahoo.com\/news\/us-ambassador-outraged-over-south-sudan-harassment-143548818.html\"><span style=\"font-weight: 400\">has told three local civil rights organizations<\/span><\/a><span style=\"font-weight: 400\"> to pack their bags. \u00a0Donald Booth, the U.S. Special Envoy to South Sudan, however, estimated that the figure could be as high as 40 organizations.<\/span><\/p>\n<p><span style=\"font-weight: 400\">South Sudan has struggled to distance itself from a civil war along ethnic lines that broke out in December 2013 and has since resulted in tens of thousands of civilian deaths. Fighting has been sporadic since then, but an outbreak of violence in July led the Security Council to approve an additional 4,000 regional peacekeepers. \u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">ABC News reports that the additional peacekeepers <\/span><a href=\"http:\/\/abcnews.go.com\/International\/wireStory\/south-sudan-activists-intimidated-meeting-diplomats-41944793\"><span style=\"font-weight: 400\">may take more<\/span><\/a><span style=\"font-weight: 400\"> than two months to arrive in the country.
