The new legislation relaxes the pacifist restrictions imposed by Japan\u2019s post-war constitution to allow \u201ccollective self-defense,\u201d a move that has been on Prime Minister Shinzo Abe\u2019s agenda since his return to power in 2012.<\/p>\n<p>Earlier in June, Abe\u2019s cabinet adopted a similar resolution on the grounds of protecting itself and its allies from the regional threats posed by North Korea and China, according to the <a href=\"http:\/\/www.theguardian.com\/world\/2014\/jun\/30\/japan-pm-overturn-pacifist-defence-policy-shinzo-abe\">Guardian<\/a>. Japan\u2019s allies include the United States, about whom Abe said in May, \u201cI want to make clear that Japan will never become entangled in a war being fought by the United States,\u201d according to the <a href=\"https:\/\/www.washingtonpost.com\/world\/japans-cabinet-approves-bills-to-loosen-post-war-military-restrictions\/2015\/05\/14\/28a4b9be-fa34-11e4-a47c-e56f4db884ed_story.html\">Washington Post<\/a>.<\/p>\n<p>While the United States expressed support, China, with whom Japan shares a historical rivalry aggravated by World War II, warned that Japan\u2019s policy shift would \u201ccomplicate regional security,\u201d <a href=\"http:\/\/www.reuters.com\/article\/2015\/09\/17\/us-japan-security-idUSKCN0RH08V20150917\">Reuters<\/a> reports.<\/p>\n<p>Chinese Foreign Minister Wang Yi expressed China\u2019s displeasure with Abe\u2019s security policy in October. The Korea Times reports that ahead of a trilateral meeting between Abe, South Korean President Park Geun-hye, and Chinese Premier Li Keqiang, Wang said, \u201cWe hope that the Japanese side can sincerely reflect upon all its past mistakes, directly make a clean break with its unbeautiful past, and take an entirely new approach to join hands with the people of China and South Korea.\u201d<\/p>\n<p>The Abe government\u2019s moves were not well-received domestically. The passing of the security bill incited not only protests outside parliament, but also a physical scuffle involving the LDP and opposition leaders within the Diet. According to Reuters, Abe\u2019s grandfather, former Prime Minister Nobusuke Kinshi, had been forced to resign by similar protests against the U.S.-Japan bilateral defense treaty. Japan\u2019s pacifist constitution was imposed by the U.S.-led occupation after World War II.<\/p>\n<p>According to the Washington Post, Emperor Akihito, despite his diminished constitutional role, has <a href=\"https:\/\/www.washingtonpost.com\/world\/asia_pacific\/a-subtle-voice-of-world-war-ii-remorse-in-japan-the-emperor\/2015\/08\/11\/1f2cd402-3fb2-11e5-b2c4-af4c6183b8b4_story.html\">subtly expressed his disapproval<\/a> of constitutional revision by reminding the public of a \u201cprofound sense of remorse\u201d over Japan\u2019s wartime aggressions.<\/p>\n<p>Abe <a href=\"https:\/\/www.washingtonpost.com\/world\/japans-abe-calls-for-a-world-without-nuclear-weapons-on-hiroshima-anniversary\/2015\/08\/05\/95eecffe-3c13-4924-aa2d-814c873d20a8_story.html\">echoed<\/a> the Emperor\u2019s sentiments on the 70th anniversary of the bombing of Hiroshima and Nagasaki in August, saying, \u201cWe have to continue our effort to achieve a world without nuclear weapons.\u201d<\/p>\n<p>Internationally, Japan has received pressure from its allies to reconsider the national consensus on pacifism. In a 2002 Foreign Affairs article, Eric Heginbotham and Richard J. Samuels criticized Japan for \u201cdouble hedging\u201d \u2013 relying on the United States almost entirely for military support, while providing none in return aside from financial contributions in the wake of the September 11 attacks. Like other commentators, Heginbotham and Samuels doubt that Japan, despite its growing military, would \u201cuse its armed forces in ways that harm its perceived economic security interests.\u201d<\/p>\n","protected":false},"excerpt":{"rendered":"<p>The Abe government\u2019s moves were not well-received domestically.
