{"id":10225,"date":"2021-02-08T08:00:28","date_gmt":"2021-02-08T13:00:28","guid":{"rendered":"http:\/\/blogs.shu.edu\/thediplomaticenvoy\/?p=10225"},"modified":"2021-08-16T14:49:05","modified_gmt":"2021-08-16T18:49:05","slug":"china-and-u-s-actions-in-taiwan-point-to-escalating-tensions","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/thediplomaticenvoy\/2021\/02\/08\/china-and-u-s-actions-in-taiwan-point-to-escalating-tensions\/","title":{"rendered":"China and U.S. Actions in Taiwan Point to Escalating Tensions"},"content":{"rendered":"<p><strong>Jasmine DeLeon<br \/>\n<\/strong><strong><em>Staff Writer<\/em><\/strong><\/p>\n<p>Recent Chinese military actions toward Taiwan and U.S. actions are raising concerns about a developing regional conflict \u2012 and its implications on the rest of the world.<\/p>\n<p>Taiwan&#8217;s Defense Ministry claims that China sent a total of 28 warplanes near Taiwanese territory in the last week of January alone, reports <a href=\"https:\/\/www.cnn.com\/2021\/01\/25\/asia\/china-us-taiwan-military-moves-intl-hnk-mil\/index.html\">CNN<\/a>. About a week later on February 4th, the USS John S. McCain, a U.S. Navy warship, sailed in the Taiwan Strait, the channel that divides Taiwan and China, according to <a href=\"https:\/\/www.nbcnews.com\/news\/world\/u-s-navy-warship-sails-through-taiwan-strait-first-time-n1256695\">NBC News<\/a>. <a href=\"https:\/\/www.businessinsider.com\/us-warship-sails-taiwan-strait-first-time-biden-2021-2\">Insider<\/a> reports that amid increasing tensions with China last year, the U.S. Navy sent 13 warships into the Taiwan Strait. While this recent action is not unprecedented, it marks the first time that such measures were taken since President Joe Biden took office.<\/p>\n<p>China\u2019s move sending warplanes near Taiwan is also part of a larger pattern of increasing Chinese military action. According to <a href=\"https:\/\/www.reuters.com\/article\/us-taiwan-china-defence\/chinese-military-threat-on-the-rise-taiwan-foreign-minister-warns-idUSKCN24N0M5\">Reuters<\/a>, in July 2020, Jaushieh Joseph Wu, Taiwan\u2019s foreign minister, cited cases of China increasing its military activity in its air defense identification zone. In a podcast from October 2019, The Economist\u2019s Shashank Joshi stated that the level of military activity around China \u201cis unprecedented in twenty years,\u201d reports <a href=\"https:\/\/www.economist.com\/podcasts\/2020\/10\/14\/were-seeing-a-level-of-muscle-flexing-by-china-unprecedented-in-20-years-taiwan-under-threat\">The Economist<\/a>.<\/p>\n<p>Another notable development is the heightened rhetoric between China and Taiwan. In January at a monthly news briefing, Wu Qian, a Chinese Defense Ministry spokesperson, expressed concern about threats of \u201cexternal interference\u201d and the \u201chandful\u201d of people in Taiwan who seek Taiwanese independence. He warned \u201cthose who play with fire will burn themselves, and \u2018Taiwan independence\u2019 means war\u201d, reports <a href=\"https:\/\/www.reuters.com\/article\/us-china-taiwan\/china-sharpens-language-warns-taiwan-that-independence-means-war-idUSKBN29X0V3\">Reuters<\/a>.<\/p>\n<p>Analysts have a myriad of views on the implications of Chinese and U.S. military actions. One concern is that American and Chinese actions regarding Taiwan will continue to escalate because \u201cpolitical tensions between both [states] are rising\u201d, states the <a href=\"https:\/\/www.cfr.org\/backgrounder\/china-taiwan-relations\">Council on Foreign Relation<\/a>s.\u00a0<a href=\"https:\/\/www.bbc.com\/news\/world-asia-55788359\">BBC News<\/a> reports that some analysts see Chinese incursions as a warning to the Biden administration that supporting Taiwan could be costly.<\/p>\n<p>Blake Herzinger, a U.S. Navy Reserve officer and Indo-Pacific defense policy specialist, argues in a recent op-ed in <a href=\"https:\/\/foreignpolicy.com\/2021\/02\/05\/china-test-biden\/\">Foreign Policy<\/a> that scholarly opinions and current news stories on Chinese military actions should not be interpreted as a test of the Biden administration. Herzinger cites incidents when the Bush, Obama, and Trump administrations dealt with Chinese aggression at the start of their terms as evidence against the argument that China intends to test \u201cAmerican resolve.\u201d He also argues that a \u201chandful of [military] incidents\u201d should not be used to summarize the \u201clong-term interactions of superpowers.\u201d<\/p>\n<p>According to the <a href=\"https:\/\/www.cfr.org\/backgrounder\/china-taiwan-relations\">Council on Foreign Relations<\/a>, China views Taiwan as part of its territory while Taiwan views itself as an independent government. The United States has not formally recognized Taiwan, instead adopting a policy of strategic ambiguity that allows the U.S. to sell the island arms \u201cfor self-defense and does not rule out the possibility of the United States defending Taiwan from Chinese attack.\u201d According to <a href=\"https:\/\/www.reuters.com\/article\/us-usa-taiwan-diplomacy\/pompeo-lifts-restrictions-on-u-s-taiwan-relationship-as-clock-runs-out-on-trump-administration-idUSKBN29E0Q6\">Reuters<\/a>, the U.S. is Taiwan\u2019s \u201cstrongest international backer and arms supplier.\u201d<\/p>\n<p>The Trump administration strengthened relations between the U.S. and Taiwan, increasing tensions between the three actors. In August 2020, then Health and Human Services Secretary Alex Azar met with President Tsai\u2014a meeting that made headlines as the first official high-level American visit to Taiwan in decades. In October 2020, President Trump approved a $1.8 billion weapons sale to Taiwan, drawing criticisms from China, states <a href=\"https:\/\/www.bbc.com\/news\/world-asia-54641076\">BBC News<\/a>. One of Secretary of State Mike Pompeo\u2019s final actions in office was to lift U.S. government restrictions on contacts between Taiwanese and American officials, reports <a href=\"https:\/\/www.reuters.com\/article\/us-usa-taiwan-diplomacy\/pompeo-lifts-restrictions-on-u-s-taiwan-relationship-as-clock-runs-out-on-trump-administration-idUSKBN29E0Q6\">Reuters<\/a>.<\/p>\n<p>Current evidence suggests the Biden administration will continue to support Taiwan against Chinese interests. Secretary of State Antony Blinken expressed a \u201cbipartisan commitment to Taiwan\u201d in his Senate confirmation hearing, reports <a href=\"https:\/\/www.nbcnews.com\/news\/world\/u-s-navy-warship-sails-through-taiwan-strait-first-time-n1256695\">NBC<\/a>. According to <a href=\"https:\/\/asia.nikkei.com\/Politics\/International-relations\/Indo-Pacific\/Biden-s-defense-secretary-pick-promises-laser-like-focus-on-China\">Nikkei Asia<\/a>, Lloyd Austin, Biden\u2019s Secretary of Defense, stated during his confirmation hearing that he would ensure that the U.S. lives up \u201cto our commitments to support Taiwan&#8217;s ability to defend itself.&#8221; Moreover, Hsiao Bi-khim, Tawian\u2019s de facto ambassador to the U.S., attended President Biden\u2019s inauguration, says <a href=\"https:\/\/www.wsj.com\/articles\/biden-sends-important-foreign-policy-signal-with-taiwan-inauguration-invite-11611230623\">The Wall Street Journal<\/a>.
