{"id":4048,"date":"2021-11-21T11:26:06","date_gmt":"2021-11-21T16:26:06","guid":{"rendered":"https:\/\/blogs.shu.edu\/stillmanexchange\/?p=4048"},"modified":"2021-11-21T11:26:06","modified_gmt":"2021-11-21T16:26:06","slug":"jailed-ex-georgian-presidents-hunger-strike-causes-outrage","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/stillmanexchange\/2021\/11\/21\/jailed-ex-georgian-presidents-hunger-strike-causes-outrage\/","title":{"rendered":"Jailed Ex-Georgian President&#8217;s Hunger Strike Causes Outrage"},"content":{"rendered":"<p><strong>Liam Brucker-Casey<\/strong><br \/>\n<strong><em>International News Editor\/Assistant Editor-in-Chief<\/em><\/strong><\/p>\n<p><span style=\"font-weight: 400\">On October 1st, after eight years of exile, former Georgian President Mikheil Saakashvili returned to his home country and<\/span><a href=\"https:\/\/www.reuters.com\/world\/europe\/georgian-ex-leader-says-he-is-back-home-despite-jail-threat-authorities-deny-2021-10-01\/\"><span style=\"font-weight: 400\"> was promptly arrested<\/span><\/a><span style=\"font-weight: 400\">. Since his arrest, he has gone on a hunger strike, and with his condition deteriorating, supporters, rights groups, and international observers have expressed concern regarding his treatment.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Saakashvili became President of Georgia in 2004 after the \u201cRose Revolution,\u201d which saw the ouster of the previous President, Eduard Shevardnadze, who had ruled Georgia since the 1970s. As President, Saakashvili led an energetic campaign of unprecedented reform which saw massive decreases in corruption and an increase in opportunity for investors. Saakashvili\u2019s Presidency saw Georgia fight an unsuccessful war with Russia in 2008. His popularity began to decline as scandals relating to government overreach and abuses within the prison system stained his reputation. Saakashvili lost the Presidential election of 2012 and conceded defeat.<\/span><\/p>\n<p><span style=\"font-weight: 400\">Since he departed from Georgia, Saakashvili has spent time in multiple host countries, but most prominently in Ukraine, where he embarked on a new political career, being appointed by then-President Petro Poreshenko to the Governorship of Odessa, and later was appointed to head a national position by the current Ukrainian President Volodymyr Zelensky. As in Georgia, in Ukraine, Saakashvili was a champion of closer ties with the US and EU and resistance to Russian influence.<\/span><\/p>\n<p><span style=\"font-weight: 400\">While Saakashvili was abroad, Georgia tried and later convicted him in absentia of multiple charges that concerned his time as President. At the time, these convictions were criticized by some in the Georgian opposition as politically motivated, with international observers, such as the <\/span><a href=\"https:\/\/2009-2017.state.gov\/r\/pa\/prs\/ps\/2014\/07\/229917.htm\"><span style=\"font-weight: 400\">United States<\/span><\/a><span style=\"font-weight: 400\"> and <\/span><a href=\"https:\/\/civil.ge\/archives\/187091\"><span style=\"font-weight: 400\">EU<\/span><\/a><span style=\"font-weight: 400\">, expressing concern regarding the fairness of these convictions in 2014.<\/span><\/p>\n<figure id=\"attachment_4047\" aria-describedby=\"caption-attachment-4047\" style=\"width: 290px\" class=\"wp-caption alignright\"><img loading=\"lazy\" decoding=\"async\" class=\" wp-image-4047\" src=\"https:\/\/blogs.shu.edu\/stillmanexchange\/files\/2021\/11\/Saakashvili1.jpg\" alt=\"\" width=\"290\" height=\"193\" srcset=\"https:\/\/blogs.shu.edu\/stillmanexchange\/files\/2021\/11\/Saakashvili1.jpg 1024w, https:\/\/blogs.shu.edu\/stillmanexchange\/files\/2021\/11\/Saakashvili1-300x200.jpg 300w, https:\/\/blogs.shu.edu\/stillmanexchange\/files\/2021\/11\/Saakashvili1-768x512.jpg 768w, https:\/\/blogs.shu.edu\/stillmanexchange\/files\/2021\/11\/Saakashvili1-391x260.jpg 391w\" sizes=\"auto, (max-width: 290px) 100vw, 290px\" \/><figcaption id=\"caption-attachment-4047\" class=\"wp-caption-text\"><b>Former Georgian President Mikheil Saakashvili was arrested in Tbilisi on October 1st, 2021\u00a0<em>(Photo courtesy of Interior Ministry of Georgia)<\/em><\/b><\/figcaption><\/figure>\n<p><span style=\"font-weight: 400\">Saakashvili\u2019s return was motivated by his desire to support his political party, the United National Movement, in nationwide municipal elections. The UNM has been the main opposition party for nearly a decade since the Georgian Dream Party came to power in 2012. Upon his arrival on October 1st, Saakashvili was <\/span><a href=\"https:\/\/www.france24.com\/en\/europe\/20211001-georgia-arrests-ex-president-saakashvili-after-return-from-exile\"><span style=\"font-weight: 400\">arrested for a 2018 conviction<\/span><\/a><span style=\"font-weight: 400\"> that concerned his time in office. Still, the conditions of his imprisonment and statements by Government officials have caused considerable dismay among observers. Saakashvili has been on hunger strike and said he has been <\/span><a href=\"https:\/\/www.france24.com\/en\/europe\/20211118-jailed-georgian-ex-president-saakashvili-in-critical-condition-after-weeks-on-hunger-strike\"><span style=\"font-weight: 400\">abused by prison staff<\/span><\/a><span style=\"font-weight: 400\"> and given poor medical attention; his condition has deteriorated.<\/span><\/p>\n<p><span style=\"font-weight: 400\">The ruling Georgian Dream party has been considerably less pro-Western compared to the UNM. As a result, under the Country\u2019s current leadership, Georgia has seen a <\/span><a href=\"https:\/\/www.bloomberg.com\/news\/articles\/2021-11-18\/in-prison-note-georgian-ex-president-says-u-s-must-intervene\"><span style=\"font-weight: 400\">dramatic decrease in foreign investment<\/span><\/a><span style=\"font-weight: 400\">. In addition, Georgian Dream officials have been dismissive of concerns regarding Saakashvili\u2019s condition.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">In an October 28th interview, Georgian Prime Minister Irakli Garibashvili made comments that <\/span><a href=\"https:\/\/www.rferl.org\/a\/saakashvili-move-private-clinic-chaos\/31535580.html\"><span style=\"font-weight: 400\">seemed to dismiss<\/span><\/a><span style=\"font-weight: 400\"> the former President\u2019s plight, saying, \u201cThe law says an individual has the right to commit suicide,\u201d Garibashivili continued saying, \u201cIf an individual decides to kill themselves, they can\u2026the state cannot take responsibility for this,\u201d<\/span><\/p>\n<p><span style=\"font-weight: 400\">The United States has <\/span><a href=\"https:\/\/www.reuters.com\/world\/americas\/us-closely-following-treatment-georgian-hunger-striking-ex-president-2021-11-18\/\"><span style=\"font-weight: 400\">stated it is<\/span><\/a><span style=\"font-weight: 400\">\u00a0\u201cclosely monitoring\u201d the situation.
