The French Senate\u2019s <\/span><a href=\"https:\/\/www.theguardian.com\/fashion\/2021\/apr\/25\/model-rawdah-mohamed-hands-off-my-hijab-protest-france-ban\"><span style=\"font-weight: 400\">latest proposal<\/span><\/a><span style=\"font-weight: 400\"> to ban the hijab in public settings and the ongoing <\/span><a href=\"https:\/\/www.cnn.com\/2017\/11\/12\/asia\/rohingya-crisis-timeline\/index.html\"><span style=\"font-weight: 400\">exodus<\/span><\/a><span style=\"font-weight: 400\"> of Rohingya refugees from Myanmar spotlight only a few manifestations of Islamophobia in countries across the globe. The laws and rhetoric against Islam and Muslims have led to violent killings, mass migration, and even genocide. These are not merely isolated case studies of Islamophobia but global trends that need to be challenged. Governments have mobilized targeted efforts against the beliefs and practices of Muslims, effectively rejecting <\/span><a href=\"https:\/\/www.ohchr.org\/en\/issues\/freedomreligion\/pages\/standards.aspx\"><span style=\"font-weight: 400\">international standards<\/span><\/a><span style=\"font-weight: 400\"> which safeguard religious pluralism and the freedom to worship<\/span><\/p>\n<p><b>The Uighur Genocide<\/b><\/p>\n<p><span style=\"font-weight: 400\">The Chinese government\u2019s systematic persecution of <\/span><a href=\"https:\/\/www.hrw.org\/report\/2021\/04\/19\/break-their-lineage-break-their-roots\/chinas-crimes-against-humanity-targeting\"><span style=\"font-weight: 400\">Uighur Muslims<\/span><\/a><span style=\"font-weight: 400\"> has been recognized as a <\/span><a href=\"https:\/\/www.theguardian.com\/world\/2021\/mar\/09\/chinas-treatment-of-uighurs-breaches-un-genocide-convention-finds-landmark-report\"><span style=\"font-weight: 400\">genocide<\/span><\/a><span style=\"font-weight: 400\"> by the United States and several other countries. According to the United Nation\u2019s\u00a0Convention on the Prevention and Punishment of the <\/span><a href=\"https:\/\/www.un.org\/en\/genocideprevention\/documents\/atrocity-crimes\/Doc.1_Convention%20on%20the%20Prevention%20and%20Punishment%20of%20the%20Crime%20of%20Genocide.pdf\"><span style=\"font-weight: 400\">Crime of Genocide<\/span><\/a><span style=\"font-weight: 400\">, governments that engage in systematic oppression, ethnic cleansing, or mass sterilization with the desire to \u201cdestroy, in whole or in part, a national, ethnical, racial or religious group\u201d <\/span><span style=\"font-weight: 400\">satisfy the essential conditions of genocide.<\/span><span style=\"font-weight: 400\"> Millions of Uighurs have been separated from their families, sterilized, and <\/span><a href=\"https:\/\/www.npr.org\/2020\/07\/04\/887239225\/china-suppression-of-uighur-minorities-meets-u-n-definition-of-genocide-report-s\"><span style=\"font-weight: 400\">forcibly gathered into internment camps<\/span><\/a><span style=\"font-weight: 400\">. Although President Xi Jinping describes these facilities as re-education camps and vocational training centers, evidence has emerged to <\/span><a href=\"https:\/\/www.npr.org\/2020\/07\/04\/887239225\/china-suppression-of-uighur-minorities-meets-u-n-definition-of-genocide-report-s\"><span style=\"font-weight: 400\">indicate otherwise<\/span><\/a><span style=\"font-weight: 400\">. Crimes against humanity are being systematically executed\u2014subjecting the Uighur population to forced abortions, sterilization, torture, forced labor, and rape. The Chinese government has dismissed accusations of genocide as <\/span><a href=\"https:\/\/www.bbc.com\/news\/world-asia-china-56311759\"><span style=\"font-weight: 400\">sensationalism and propaganda<\/span><\/a><span style=\"font-weight: 400\">.<\/span><\/p>\n<p><span style=\"font-weight: 400\">China justifies the targeted crackdown of Uighurs by maintaining that their re-education is critical for mitigating threats of terrorism, Islamic extremism, and separatist activity. The state-sponsored campaign began by discouraging burqas and veils, <\/span><span style=\"font-weight: 400\">persecuting government officials who observed Ramadan, <\/span><span style=\"font-weight: 400\">and selling pork and alcohol in Muslim neighborhoods. Over the years, the government\u2019s oppression of Uighurs escalated into a full-scale ethnic cleansing campaign and is now what can only be described as one of the worst mass atrocities in the modern world.<\/span><\/p>\n<p><b>India\u2019s Citizenship Law<\/b><\/p>\n<p><span style=\"font-weight: 400\">Hate crimes and violence against Muslims have steadily increased in India since Prime Minister Narendra Modi assumed office. According to a report by <\/span><a href=\"https:\/\/www.hrw.org\/report\/2020\/04\/09\/shoot-traitors\/discrimination-against-muslims-under-indias-new-citizenship-policy\"><span style=\"font-weight: 400\">Human Rights Watch<\/span><\/a><span style=\"font-weight: 400\">, statements by Bharatiya Janata Party (BJP) leaders have \u201cencouraged and even incited violent attacks by party supporters who believe they have political protection and approval.\u201d The divisive rhetoric and anti-Islamic sentiment have resulted in violent and targeted campaigns against Muslim minorities who are suspected of selling or eating cow beef. \u2018Cow Protection\u2019 groups have attacked and killed those involved in the cattle trade, with <\/span><a href=\"https:\/\/www.hrw.org\/news\/2019\/02\/19\/india-vigilante-cow-protection-groups-attack-minorities\"><span style=\"font-weight: 400\">thirty-six Muslim victims<\/span><\/a><span style=\"font-weight: 400\"> identified from 2015-2018. The violent <\/span><a href=\"https:\/\/www.hrw.org\/news\/2019\/02\/19\/india-vigilante-cow-protection-groups-attack-minorities\"><span style=\"font-weight: 400\">vigilantism<\/span><\/a><span style=\"font-weight: 400\"> against Muslims has gone largely unchecked, ignored, and remains justified by some BJP leaders.\u00a0<\/span><\/p>\n<p><a href=\"https:\/\/www.bbc.com\/news\/world-asia-india-50670393\"><span style=\"font-weight: 400\">India\u2019s citizenship law<\/span><\/a><span style=\"font-weight: 400\">, the Citizenship Amendment Act (CAA), has only cemented and intensified the country\u2019s growing anti-Muslim sentiment. The law offers citizenship to Hindu, Sikh, Jain, Buddhist, and Christian migrants from Bangladesh, Pakistan, and Afghanistan but clearly excludes Muslims. The law aims to provide asylum to communities fleeing religious persecution but explicitly ignores the millions of Muslim Rohingya refugees in Bangladesh and <\/span><a href=\"https:\/\/www.justice.gov\/eoir\/page\/file\/1311881\/download\"><span style=\"font-weight: 400\">Hazara Shias<\/span><\/a><span style=\"font-weight: 400\"> in Afghanistan. The discriminatory law <\/span><span style=\"font-weight: 400\">prevents Muslims from being listed in <\/span><span style=\"font-weight: 400\">India\u2019s National Register of Citizens (NRC), a project enacted to keep official records of all legal citizens across the country. The NRC, coupled with the CAA, could provide pathways to citizenship to non-native Indians of various religious backgrounds but <\/span><a href=\"https:\/\/theintercept.com\/2020\/01\/30\/india-citizenship-act-caa-nrc-assam\/\"><span style=\"font-weight: 400\">will exclude Indian Muslims<\/span><\/a><span style=\"font-weight: 400\"> if they cannot prove their lineage.\u00a0<\/span><\/p>\n<p><b>The Perceived Dichotomy Between Islam and National Pride\u00a0<\/b><\/p>\n<p><span style=\"font-weight: 400\">Islamophobia extends far beyond the borders of China and India. Muslim minorities in France, Germany, Myanmar, Sri Lanka, and elsewhere have experienced <\/span><a href=\"https:\/\/www.theguardian.com\/commentisfree\/2020\/mar\/27\/xinjiang-germany-islamophobia-global-phenomenon\"><span style=\"font-weight: 400\">Islamophobic discrimination to varying degrees.<\/span><\/a><span style=\"font-weight: 400\"> The <\/span><span style=\"font-weight: 400\">United Nations Human Rights Council<\/span><span style=\"font-weight: 400\"> found that <\/span><a href=\"https:\/\/news.un.org\/en\/story\/2021\/03\/1087572\"><span style=\"font-weight: 400\">Islamophobic sentiments<\/span><\/a><span style=\"font-weight: 400\"> have risen drastically. In March 2021, <\/span><span style=\"font-weight: 400\">UN Secretary-General<\/span> <span style=\"font-weight: 400\">Ant\u00f3nio Guterres addressed the issue of <\/span><a href=\"https:\/\/www.un.org\/press\/en\/2021\/sgsm20630.doc.htm\"><span style=\"font-weight: 400\">global anti-Muslim bigotry<\/span><\/a><span style=\"font-weight: 400\"> and discrimination: \u201cunfortunately, far too often, stereotypes are further compounded by elements of the media and some in positions of power. Anti-Muslim bigotry is sadly in line with other distressing trends we are seeing globally.\u201d As it relates to the formation of public opinion, politicians and the media are powerful actors; therefore, the weaponization of their rhetoric against a minority community is not only irresponsible but dangerous.\u00a0<\/span><\/p>\n<p><span style=\"font-weight: 400\">Muslims are seen as foreigners regardless of their nationality. They are treated as existential threats to the governments, communities, and countries in which they reside, and the evidence is clear. Uighur Muslims in East Turkistan are forced to <\/span><a href=\"https:\/\/www.businessinsider.com\/chinese-muslims-pledge-communist-party-loyalty-2018-4\"><span style=\"font-weight: 400\">pledge their loyalty<\/span><\/a><span style=\"font-weight: 400\"> to the Communist Party before they can embark on the annual Hajj pilgrimage, a pillar of the Islamic tradition. Muslims in India have been forced to eat pork and sing the <\/span><a href=\"https:\/\/www.hrw.org\/report\/2020\/04\/09\/shoot-traitors\/discrimination-against-muslims-under-indias-new-citizenship-policy\"><span style=\"font-weight: 400\">national anthem<\/span><\/a><span style=\"font-weight: 400\"> by mobs and police officers. Likewise, Muslim women in France and <\/span><a href=\"https:\/\/www.bbc.com\/news\/world-asia-56386426\"><span style=\"font-weight: 400\">Sri Lanka<\/span><\/a><span style=\"font-weight: 400\"> are fighting to ensure they can continue to wear burkas and hijabs. In nearly every situation, Muslim minorities are forced to recant their religious beliefs and publicly affirm their national loyalty above all else.<\/span><\/p>\n<p><span style=\"font-weight: 400\">These situations accentuate the widely held belief that Islam and patriotism are mutually exclusive\u2014that Muslims are averse to notions of national pride\u2014and forms a narrative where being Muslim irreconcilably trumps one\u2019s devotion to their homeland. Viewed as a threat to the fabric of sociopolitical structures, citizens cannot be Muslim and simultaneously affirm their national identity. Such perceptions should be rejected outright, as the otherization of Muslim minorities enables oppression, discrimination, and injustice. Whether through the use of soft power strategies like the \u201c<\/span><a href=\"https:\/\/www.aa.com.tr\/en\/asia-pacific\/pakistan-observes-intl-day-to-combat-islamophobia\/2176147\"><span style=\"font-weight: 400\">International Day to Combat Islamophobia<\/span><\/a><span style=\"font-weight: 400\">\u201d\u2014which aims to raise awareness about the rise of Islamophobia globally\u2014financial sanctions, or any range of foreign policy tools, state-sponsored discrimination against religious minorities must be recognized, confronted, and addressed in relation to the severity of oppression and crimes committed.\u00a0<\/span><\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p>&nbsp;<\/p>\n<p><a href=\"https:\/\/www.linkedin.com\/in\/mohamed-d-elshekh\/\"><i><span style=\"font-weight: 400\">Mohamed Elshekh<\/span><\/i><\/a><i><span style=\"font-weight: 400\">\u00a0is an Associate Editor at the <\/span><\/i><span style=\"font-weight: 400\">Journal of Diplomacy and International Relations<\/span><i><span style=\"font-weight: 400\"> and graduate student in Seton Hall University\u2019s Master\u2019s in Business Administration (MBA) and Master\u2019s in Diplomacy and International Relations (MA) dual-degree program.
