{"id":3356,"date":"2016-03-23T17:03:52","date_gmt":"2016-03-23T21:03:52","guid":{"rendered":"http:\/\/blogs.shu.edu\/diplomacy\/?p=3356"},"modified":"2018-04-19T17:17:30","modified_gmt":"2018-04-19T21:17:30","slug":"every-man-for-himself","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/journalofdiplomacy\/2016\/03\/every-man-for-himself\/","title":{"rendered":"Every Man for Himself"},"content":{"rendered":"<p><span style=\"font-weight: 400\">The migration crisis has Europe in a state of emergency, and the European Union\u2019s actions are rapidly diminishing its footing as an important player in the international arena. To ensure its own <\/span><a href=\"https:\/\/www.project-syndicate.org\/commentary\/geopolitics-returns-to-europe-by-joschka-fischer-2015-11?barrier=true\"><span style=\"font-weight: 400\">survival<\/span><\/a><span style=\"font-weight: 400\">, the EU needs a fast-track emergency approach to tackle the refugee crisis. To effectively control migration flows, European leaders must address the root causes of migration. The EU must act as a unit and help to broker an end to Syria\u2019s civil war, restore stability in Libya, and provide aid in sub-Saharan African states. However, what the EU eventually did, was to bend the knee to Turkish demands. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Under the final <\/span><a href=\"http:\/\/www.politico.eu\/article\/eu-and-turkey-finalize-refugee-deal\/?utm_source=email&amp;utm_medium=alert&amp;utm_campaign=EU+and+Turkey+finalize+refugee+deal\"><span style=\"font-weight: 400\">agreement<\/span><\/a><span style=\"font-weight: 400\">, Ankara will take back Syrian migrants who reach Greece illegally in return for the relocation in Europe of Syrian refugees now in Turkey in hopes that forcing refugees back to Turkey will dissuade them from crossing the Aegean, while also upending the human-smuggling trade. In return, the EU will grant visa-free travel to Turkish citizens, as soon as this summer, accelerate Ankara\u2019s EU membership application and increase financial aid to help Turkey manage the refugee crisis by \u20ac3 billion to \u20ac6 billion. How exactly this deal is in <\/span><a href=\"https:\/\/www.hrw.org\/news\/2016\/03\/03\/qa-eu-turkey-deal-migration-and-refugees\"><span style=\"font-weight: 400\">accordance<\/span><\/a><span style=\"font-weight: 400\"> with EU and international law and a <\/span><a href=\"http:\/\/www.theguardian.com\/commentisfree\/2016\/mar\/07\/turkey-despotism-censorship-join-eu-answer-no?CMP=fb_gu\"><span style=\"font-weight: 400\">viable solution<\/span><\/a><span style=\"font-weight: 400\"> is baffling to many concerned voices. <\/span><\/p>\n<p><span style=\"font-weight: 400\">Unlike the United States, <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">Europe<\/span><\/a><span style=\"font-weight: 400\"> has historically taken an ethnic approach to in developing national identity, which is part of the reason immigration is proving so difficult to handle. So far, all policies to tackle the refugee crisis have failed. The <\/span><a href=\"http:\/\/www.ft.com\/intl\/cms\/s\/0\/b32102b2-bec1-11e5-9fdb-87b8d15baec2.html#\/h\"><span style=\"font-weight: 400\">Dublin Regulation<\/span><\/a><span style=\"font-weight: 400\"> has proved to be unsustainable, the agreed relocation mechanism is not applied by the member-states, the initial deal with Turkey has not shown any significant <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">results<\/span><\/a><span style=\"font-weight: 400\">.<\/span><a href=\"http:\/\/www.europarl.europa.eu\/the-president\/en\/press\/press_release_speeches\/speeches\/speeches-2016\/speeches-2016-february\/html\/speech-at-the-european-council-by-martin-schulz--president-of-the-european-parliament?webaction=view.acceptCookies\"><span style=\"font-weight: 400\"> \u00a0Along with <\/span><\/a><span style=\"font-weight: 400\">the abysmal quality of life in many refugees camps , there has been no consensus on a joint European migration plan. <\/span><\/p>\n<p><span style=\"font-weight: 400\">The only solutions European Union (EU) member-states seem to agree on are <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">closing borders<\/span><\/a><span style=\"font-weight: 400\">, adopting <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">deterrent<\/span><\/a><span style=\"font-weight: 400\"> tactics to discourage the refugees and installing national refugee quotas. Most countries along the Balkan route have been <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">uncooperative<\/span><\/a><span style=\"font-weight: 400\"> in letting migrants pass through their territory. Given the recent rise of <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">nationalistic<\/span><\/a><span style=\"font-weight: 400\"> tendencies in European countries, there has been \u00a0pushback at the national level with regards to migration flows. With some countries imposing increased <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">restrictions<\/span><\/a><span style=\"font-weight: 400\"> on the number of people they take in, on the basis of socio-economic conditions, marital status, country of origin or religion. As a result, the European Commission\u2019s proposal for handling \u00a0migration, especially the quota provision for <\/span><a href=\"http:\/\/\/h\"><span style=\"font-weight: 400\">controlled relocation<\/span><\/a><span style=\"font-weight: 400\"> of migrants within the EU was not well received by member-states. Since the Paris attacks, the situation has only worsened.<\/span><\/p>\n<p><span style=\"font-weight: 400\">As long as the EU refuses to discuss a political solution to migration the lack of a coordinated and proportional response will continue to feed sentiments that will make unilateral practices such as closed borders, barbed-wire fences and maritime pushbacks the policy norm rather than the exception. These are practices that not only endanger migrants and refugees, but also the very ideals upon which the EU was <\/span><a href=\"http:\/\/eur-lex.europa.eu\/legal-content\/EN\/ALL\/?uri=celex%3A12012M%2FTXT\"><span style=\"font-weight: 400\">founded<\/span><\/a><span style=\"font-weight: 400\">.\u00a0<\/span><\/p>\n<p>&#8212;<\/p>\n<p><em><b>Eva-Eleni Giannarakou <\/b><span style=\"font-weight: 400\">is a graduate student at the School of Diplomacy and International Relations of Seton Hall University.
