{"id":3136,"date":"2016-02-19T21:07:24","date_gmt":"2016-02-20T02:07:24","guid":{"rendered":"http:\/\/blogs.shu.edu\/diplomacy\/?p=3136"},"modified":"2016-02-20T12:47:58","modified_gmt":"2016-02-20T17:47:58","slug":"heroes-or-cautionary-tales-a-case-for-reexamination","status":"publish","type":"post","link":"https:\/\/blogs.shu.edu\/journalofdiplomacy\/2016\/02\/heroes-or-cautionary-tales-a-case-for-reexamination\/","title":{"rendered":"Heroes or Cautionary Tales: A Case for Reexamination"},"content":{"rendered":"<p>Last Thursday\u2019s Democratic debate, hosted by PBS, gave Hillary Clinton and Bernie Sanders the opportunity to square off on a slew of issues. In the latter half of the debate, questions centered on foreign policy.<\/p>\n<p><span style=\"font-weight: 400\">As the evening drew to a close, the candidates were asked to share what leaders they turned to for inspiration in crafting foreign policy. Sanders took the opportunity to offer some pointed criticism of Clinton for her ties to former Secretary of State Henry Kissinger, <\/span><a href=\"https:\/\/www.washingtonpost.com\/news\/the-fix\/wp\/2016\/02\/11\/transcript-the-democratic-debate-in-milwaukee-annotated\/\"><span style=\"font-weight: 400\">stating<\/span><\/a><span style=\"font-weight: 400\"> he believed that \u201cHenry Kissinger was one of the most destructive secretaries of state in the modern history of this country.\u201d <\/span><\/p>\n<p><a href=\"http:\/\/www.nytimes.com\/politics\/first-draft\/2016\/02\/12\/hillary-clintons-ties-to-henry-kissinger-come-back-to-haunt-her\/\"><span style=\"font-weight: 400\">Clinton\u2019s relationship<\/span><\/a><span style=\"font-weight: 400\"> with Kissinger has been well documented. The two maintained correspondence throughout Clinton\u2019s tenure as secretary of state, and Clinton even went so far as to review Kissinger\u2019s book, <\/span><i><span style=\"font-weight: 400\">World Order<\/span><\/i><span style=\"font-weight: 400\">, for the Washington Post. Sanders\u2019 issues with Kissinger largely rested with his actions in Cambodia, where <\/span><a href=\"http:\/\/www.salon.com\/2015\/04\/17\/the_ivy_leagues_favorite_war_criminal_why_the_atrocities_of_henry_kissinger_should_be_mandatory_reading\/\"><span style=\"font-weight: 400\">Kissinger<\/span><\/a><span style=\"font-weight: 400\">, working with Richard Nixon, gave orders to carpet bomb \u201canything that moves,\u201d resulting in massive casualties. Nearly 3 million tons of bombs were dropped in an operation nicknamed <\/span><i><span style=\"font-weight: 400\">Breakfast, Lunch, Snack, Dinner, Supper, <\/span><\/i><span style=\"font-weight: 400\">and<\/span><i><span style=\"font-weight: 400\"> Dessert. <\/span><\/i><\/p>\n<p><span style=\"font-weight: 400\">Kissinger\u2019s questionable past was not limited to Cambodia. The diplomat had a hand in South African apartheid and the destabilization of Angola, and supported coups throughout Latin America. <\/span><a href=\"http:\/\/archive.harpers.org\/2001\/02\/pdf\/HarpersMagazine-2001-02-0070211.pdf?AWSAccessKeyId=AKIAJXATU3VRJAAA66RA&amp;Expires=1455681451&amp;Signature=%2FHsR0u3tbCRIyx1Ckb0jE3%2BpmEU%3D\"><span style=\"font-weight: 400\">His legacy<\/span><\/a><span style=\"font-weight: 400\"> famously led to a two-part treatise by Christopher Hitchens, published in Harper\u2019s Magazine in 2001, calling for Kissinger to be prosecuted for war crimes.<\/span><\/p>\n<p><a href=\"https:\/\/www.washingtonpost.com\/news\/the-fix\/wp\/2016\/02\/11\/transcript-the-democratic-debate-in-milwaukee-annotated\/\"><span style=\"font-weight: 400\">Interestingly<\/span><\/a><span style=\"font-weight: 400\">, Sanders pointed to Winston Churchill as an example of a leader he \u201cadmire[d] very much.\u201d Sanders made the distinction that Churchill\u2019s politics were not his politics, and said that Churchill \u201cwas kind of a conservative guy in many respects.\u201d Sanders did not, however, allude to some of the <\/span><a href=\"http:\/\/www.independent.co.uk\/news\/uk\/politics\/not-his-finest-hour-the-dark-side-of-winston-churchill-2118317.html\"><span style=\"font-weight: 400\">atrocities<\/span><\/a><span style=\"font-weight: 400\"> that Churchill presided over, such as 1943 Bengal famine in which an estimated 3 million Indians died, or his claim that he personally shot three \u201csavages\u201d in Sudan, or his hand in the establishment of concentration camps in South Africa. Even President Obama counts among his ancestors a victim of Churchill\u2019s methods. Hussein Onyango Obama, grandfather to President Barack Obama, was tortured along with 150,000 members of the Kikuyu tribe in Kenya who rebelled against forced resettlement by British colonizers.<\/span><\/p>\n<p><span style=\"font-weight: 400\">While both Kissinger and Churchill are lauded for their careful maneuvering in the face of diplomatic minefields, the legacy of human rights violations point to both moral and strategic shortcomings. \u00a0When life is considered cheap, it is easy to pursue failing strategies with little mind to the cost, as was the case in the Vietnam War. <\/span><a href=\"http:\/\/www.newyorker.com\/magazine\/2007\/08\/13\/exit-wounds\"><span style=\"font-weight: 400\">The partitioning<\/span><\/a><span style=\"font-weight: 400\"> of India and Pakistan, and incitement of distrust between Hindus and Muslims \u00a0, had disastrous consequences that are still being felt today (consequences <\/span><a href=\"http:\/\/www.nytimes.com\/2013\/09\/30\/opinion\/nixon-and-kissingers-forgotten-shame.html?_r=0\"><span style=\"font-weight: 400\">later fomented<\/span><\/a><span style=\"font-weight: 400\"> by Kissinger himself).<\/span><\/p>\n<p>Even if we could (or should) put aside for a moment the moral implications of such methods, we would find little long-term strategic advantages. Policies with the intent to inflict hurt on civilians may give opposing countries the incentive to acquiesce in the short term, but do little to create long-term stability. To actively contribute to human rights violations gives the affected populations further reason to be mistrustful of the intentions of others. And publicly lauding the architects of humanitarian disasters does little to enhance America\u2019s reputation as a force in the world for peace and justice.<\/p>\n<p><span style=\"font-weight: 400\">The controversy surrounding Clinton\u2019s ties to Kissinger serves as a reminder that when we exalt policymakers rather than individual policy choices, we are casting our lot in with the entirety of that man\u2019s or woman\u2019s decisions.
