Grants are limited to the U.S. and U.S.-based organizations, except for the human rights program, which is limited to Russia and Russia-based organizations. Interested applicants should submit a letter of inquiry to determine if their proposal merits a full application. Projects are reviewed on a quarterly basis and the next deadline is June 1.
